I don't mean they have recovered already Those two sentences are very different from one another. I was able to conclude that because, ingon sa mga "bias" nga news here in our country na ang US dollar is starting to recover that's why our Philippine peso is getting weaker, as far as I'm aware of, they got the news from our economists themselves.

Again... how can you say that we're starting to recover when we still have financial institutions in trouble.. Lehman Brothers are at the pits right now waiting to be bought or bailed out. Starting to recover

the correct way to say it is "may start to recover", rather than "starting to recover".
