TUGNAW - is used to describe something you feel with your sense of touch, or your skin.
it is not an object in general but an entity such as the wind, a body of water or the climate as a whole.
example: tugnaw ang hangin, OR tugnaw ang panahon

BUGNAW - is different, it is used to describe an object with the absence of heat.
you may not necessarily touch it or feel it in order to declare that it is cold.
example: bugnaw na ang kan-on, OR bugnaw na ang agtang kay nahuwasan na sa hilanat

A derivative of BUGNAW is also used to describe the absense of emotion (which is literally equivalent to the absense of heat).
example: bugnaw na iyang pagtagad, OR bugnaw na iyang gugma
