For instance, think of how complicated the dynamics involved in making the robot move would be. Heck, even balancing the thing on two feet would be an achievement in itself.
I still think 700 million is very expensive. America's hardware looks perfect on the drawing board, but countless encounters have proven that the durability of the cheaper Russian design prevails on the battlefield. (drag an AK-47 through a ricefield and it'd still fire normally, whereas the M-16 jams when exposed to sand.)
Military wise, this is an utter waste of resources.
