Gwen sees 10-15% rise in CICC cost

GOV. Gwendolyn Garcia will allow an adjustment of only 10 to 15 percent of the appropriated P450 million for the Cebu International Convention Center (CICC), which representatives of Asean countries will inspect tomorrow.

Garcia also disclosed that the Capitol’s monitoring office for the CICC will have a test run on Nov. 12 for the facility’s air-conditioning system, escalator and elevator.

Provincial Board (PB) members led by Vice Gov. Gregorio Sanchez Jr. will see for themselves the progress of the CICC today, the first time for them to do so since construction began last March.

The building of the CICC has met several concerns, including cost and structural integrity and whether it will be finished by Nov. 15, the target date set by Capitol.

Board Member Juan Bolo has said they are parrying questions and yet they have not visited the site.

Garcia met with architect Manuel Guanzon and other field officers yesterday and said they reported “substantial completion” of all items.

The Capitol will not have to shell out hundreds of thousands for the CICC’s furniture for the Association of Southeast Asian Nations (Asean) summit next month, as Cebu’s association of furniture makers agreed to let the Capitol borrow for one month.

She also said they cannot expect everything to be perfect on their self-imposed Nov. 15 deadline, considering that all construction projects always have adjustments.

Cebu power firm to test "no-brownout" measures for Asean Summit

Cebu City (8 November) -- Barangay Ermita will experience brownout from 5 a.m. to 5 p.m. this Sunday as the Visayan Electric Co. (Veco) comes up with a new system as part of their upgrading measure to prevent power outages as the Asean Summit is only some five weeks away.

Engr. Chris Fernandez, Veco's system operations department manager said the Ermita substation that serves Labangon, downtown area and a portion of Inayawan will be affected by the 12-hour brownout.

Veco is also acquiring new transformers for their substations located in Ermita, Lahug and Cabancalan, Mandaue City, this was said.

Crispin Lamayan, Transco's asst. vice president of its system operations said power service is really low at night but that Napocor has promised to increase the power system of the Visayas Grid, Cebu's main power source, especially during the summit.

Lamayan said part of the contingency measures to ensure additional power reserves for a blackout-free summit are the generator sets on standby at the Visayas Power Grid, the power barges docked at the Mactan Channel, the generator sets of major hotels that are the billeting and summit venues.

Transco to meet with private power firms to ensure stable power supply during Asean Summit

The National Transmission Corporation (TransCo) will meet with representatives of the private power sector tomorrow to ensure that Cebu is brownout-free with a stable power supply during the Asean Summit, only over a month away.

Crispin Lamayan, Transco-Visayas assistant vice-president of the system operations bared during the weekly 888 News Forum this morning at Parklane International Hotel that included in the scheduled meeting tomorrow are private power firms such as East Asia, Visayan Electric Co., Global Mirant and the Cebu Power Private Corporation.

"We cannot afford a blackout. It will be a black mark against us," Lamayan quoted.

Lamayan said they are presently working with Napocor, having the most number of available plants, to increase the spinning power reserves of the Cebu-Negros-Panay (CNP) Grid, being the main source of electricity that is connected to Cebu.

There is a 13 percent power reserve on top of the power demand but that additional measures are being put in place to warrant a brownout-free Cebu especially in the summit venues, according to Lamayan.

The Transco official claimed that power barges will be brought to the Mactan Channel in Lapulapu City as part of the contingency measure that is expected to produce additional power reserves of 25 mw. The main meeting of the Asean Leaders as well as their dialogue partners will mostly be held in Shangri-la Mactan Island Resort, Lapulapu City.

Apart from the power reserves, we are also banking on the generator sets that will put more power into the CNP Grid, Lamayan said.
