2. Best tire sizes for r13 rims?

I think an R14 or R15 rim with ET 38 to 40 will be ok for.

Tires usually for 13" I put on 175/65/13 this is not im sure of.

2. What type of engine oil? Like full synthetic or semi?
3. Where specifically in cebu mu nagpa oil change?

I usually have my oil change every 5k near Redemptorist Church they offer a good deal 1k for oil change with filter change, plus a certain amount for flushing. I forgot what they use but i have been getting their service for 2 years almost i think. No problems so far.

@Jacobus thank you sa reply sir. Baratoha sa, sa petron nag inquire ko ganiha tag 1,8k dala na tanan like oil,filter and labor. Pwede ko mag ask sir asa specifically sa redemptorist? Kay duol rapud ko . sa capitol amua. Thank you
