Ahhh well. That is the sad reality. Sayang kaayo when one thinks about it. To think Cebu had a rail system running all the way from Argao to Danao. In fact, there are still parts of the railway in Carcar located behind houses and such. If we had maintained the rails, and somehow kept the engines instead of selling some of them off, then perhaps we'd still have a railway system today.
Then again, perhaps we're better off. Train systems are ridiculously expensive to run, mainly because of the infrastructure required. In Europe, a Eurostar ticket (European train service) costs more than a plane ticket.
Mao bai, I still see those old railway, its sad it can't be of any use , but your right infrastructure to rebuild and add on would cost a lot of money. As for cost of ticket, well I wouldn't think it would be like Europe since Cebu's distance isn't too far ...
Here's the thing, with mass transit aside, lets look at the obvious and common sense
Small roads (not a great City Plan) + a lot of cars + a lot of Taxi and Puj's + broken roads = ??
I'm sure everyone gets it ... no brainer
