    Mao bai, I still see those old railway, its sad it can't be of any use , but your right infrastructure to rebuild and add on would cost a lot of money. As for cost of ticket, well I wouldn't think it would be like Europe since Cebu's distance isn't too far ...

    Here's the thing, with mass transit aside, lets look at the obvious and common sense

    Small roads (not a great City Plan) + a lot of cars + a lot of Taxi and Puj's + broken roads = ??

    I'm sure everyone gets it ... no brainer

    discipline the drivers especially the PUJ drivers.. bisan 6 lanes pa na ang dalan, ug mohunong lang kalit ang jeep sa imo atubangan na wala sa lugar maka cause gyapon nag traffic like commonly happened in front of SM. then road widening, clear those sidewalk vendors like those vendors from punta labangon, prohibit those tricycle, trisikads, kariton and the like to roam public streets. no need for color coding sa ato, gamay ra baya kaayo ang cebu hehe

    imagina lang ninyo nga every year pila ka sakyanan ang madugang sa dalan. nya ang ato dalan dili ga dako... wlay expansion mo traffic jud ug samot. dapat mga daan nga sakyanan dili na padaganon.

    again proper law enforcement (i.e no stopping, jeepney stops), better roads (no need for wider roads, just smoother surfaces aron ang mga tawo di magsige pili ug lane asa ang walay potholes), working traffic lights and educated drivers..

    oh btw, did you notice that they are now asphalting (patching) some areas of the Banilad-Talamban road... and they're doing it during rush hour this morning? ... ... I just don't get it sometimes...

    Centralized AutoShop
    In NZ there are centralized shop, to issue a WOF [Warrant of Fitness]
    bisan pa aha ka magpa-checkup ang record sa imo sakyanan kung unsay previous guba ma access ghapon. tho, dili nato ma compare since ang ilang population sa entire country is almost population sa Cebu, but we can adopt other countries system flow and implement it.

    Cars who will not pass all diagnostic should not be allowed on the road, otherwise a penalty will be given to both drivers and the shop owners. [shop code will be on the sticker for identification]

    Tampering
    if proven that a paper/stickers vehicles are tampered, vehicles will automatically impounded and cannot be allowed to travel in 6mos to 1 year depending on the documents being tampered.

    Violation/Violence
    Problem sa Pinas kung ikaw Enforcer unya kusog ka manakop dumtan ka ug mga drivers.
    one way to avoid this is a surveillance camera, let the camera take the photos and issue it on the following day this will be expensive but let those drivers suffers from it.


    Drivers License
    This is where it all started, drivers should earn it!

    LTO should change the mindset of those drivers, that having a license is a privilege!

    - Student Permit.
    Online Exam or written exam followed by hands-on exam [mistake should not be allowed],
    if failed, applicants should take it after 3 months.

    - License Renewal
    Exam should be retaken, if failed renewal will be after 3 mons.

    Let them earn it!

    Penalty
    If the amount reaches to PHp2,000 License should be automatically confiscated, to re-aquire it, need to take an exam, if failed, renewal will be after 3 mons.

    These 3 should be a CRIMINAL OFFENSE.
    Driving under the influence of illegal drugs
    Driving under the influence of alcohol
    Driving without license

    Drivers should wear a presentable uniform.


    Note: All Transactions will be computerized to avoid under the table.
    [assuming a good work-flow will be followed to trap illegal transactions]

    siguro kung dili mag dungan ug sulod ang mga studyante (elementary ug high-school lang haf?) ug mga workers makuha-an ang trapik.
    example:
    ang mga studyante mo sud ug 6:00am nia mo dismiss ug 2:00pm
    8 hours na
    nai ang mga workers na'ay mo sud ug 8:00am out ug 5:00pm
    uban ka'y 10:00am out ug 7:00pm
    adjust2x lang buh, LOL

    plus strict implementation of Laws + Infrastructure + Dili magpa-taka ug hatag ug driver's license (uban backer2x mn ang show mao wala'y alamag sa mga road signs ang uban driver) + divsion of roads (40% for mass transpo. 40% sa private road users and 10% para sa gobyerno [ambulansya,firetrucks etc.] 10% bike lanes nia multiply sa cooperation and discipline sa tanan tawo, happy ending na ang heavy traffic wala na anghit, singot etc. LOL
