the church has the obligation to induce its moral obligations being the corporal manifestations of our faith in Catholicism. that is the role of the church in our country.
as you can see, since the 1987 constitution (not 100% sure), where there was a separation of the church and the state, the church no longer has the power to impose its rules and regulations upon our government, but they can only extend their influence upon our people.

the church is opposing to the reproductive health bill not because their role is to always oppose the government but only act if they think that the movement of the government policies and laws are not congruent with the ethics and morals of our country.
