Clearly you doesn't know how LTO law enforcement works, with regards to RA 4136.

There are organic LTO law enforcers and there's a deputized LTO law enforcers... That is why there are also 2 types of traffic violation ticket, the TOP (LTO deputized agents/HPG) and the Citation ticket (CITOM enforcers/Pulis).

Ug ang kani nga specific DOTC/LTO Memo dili maka enforce ani ang CITOM. mostly Cebu city traffic ordinance ra ang e-enforce sa CITOM ug uban P01 pulis.

a friend of mine, he just informed from the dealer that he can now get his new plate and he was shocked when the dealer asked him P150 for the new plate and the new plate is already expired just this January. He got his new plate almost a year
