^i disagree. Arbitrary laws are growth boosters of corruption. If it doesnt address a moral wrong, then it injures whats morally right. Government agents will have the power to penalized you for something that is not morally wrong? There, that environment creates corruption.

this is one thing i have observed in Philippine Educational System. We were taught to follow laws. But we were never though what are the boundaries of laws. The constitution would come to mind. But, that is not enough....especially when people are viewing the government as a magician who can conjure solutions to their problems.

That's the mean purpose of amendment. We will close the holes that most people had exploited especially the government people. One example are the laws pertaining to SALN. It is best amend these to require the submission of the SALNs of those candidates running for public office. This will be done along with their filing of COCs and not making it as a requirement after being elected or after election time. This is one way people can scrutinize them if they are really honest and intentions are really for public service.

waste of energy over nothing... it will be years before anything can be "scrutinized". These politicians know the game. Amendment of a useless law, is a useless exercise. until the feeling of monitoring their wealth satisfiy you. oh please. Thats very naive.

the concept or notion of what "tarong" is, is perhaps relative to each one. The problem now, is that there are conflicting notions that is why problems arise.

there is a useless law, i dunno if it is already published by the Cebu City Government. The Law which supports "teen mothers" wherein they will be given monetary subsidy from the government.

this for me is absurd. because it sort of tolerates pre-marital *** perhaps.

For those who are willing to help cleansing the government, it has never a waste of energy. Monitoring of wealth does not only ends there, it will also shows who are those who paid the right taxes.

    How does it become useless?

good. That is an example of a useless law, ifever it is pushed. Now, not all ills in the country are caused by "bad" politicians. Most of it comes from good politicians who are ignorant of basic economics! They seem to be oblivious that there are unintended consequences far worse than the problem they wish to address.... Like your example.

I seriously doubt government can be actively cleanse. We can modify the incentives and constraints that deter their ambition to stay as long as they do.

Seniors Citzens, where the younger generation, who are less stable and still starting in their careers, are subsidizing the senior citizens, majority who have already accumulated wealth and skill to allow them higher income potential. This law is passed on the appeal of pure emotional basis. Those who believe in it, will believe in anything. Gullibile farts, thats what they are.

That's the case of putting showbiz people in congress. And yes there are useless laws, I will not disagree. But there are also laws that are deemed unnecessary because portion of it needs to be amended for it to be more relevant and useful.

We will just be positive on it. Allow ourselves to be part of the solution. Disallowing red tape is one step.

There are rules before a senior citizen will be qualified for the subsidy thus the scenario you mentioned may not be applicable.

Wow, for someone who wants change, you defend the old system too much.... hahahhaa get real. BTW, not all senior citzens are 60 year olds, as they should be. Why is that possible? Because that law provides an incentive for people to be dishonest.....like their age. not only that, its the rich old people we are subsidizing really, not even the poor old people that we want to help. How much could a poor person buy? 10K? i tell you, its all too common seeing old rich people dining in restaurants enjoying your subsidy. And havent you noticed how disgusting old people are becoming? They think they are naturally entitled to it! I seriously doubt you even know what's the purpose of the law. To most of you, its a magic lamp.
