you obviously did not read the article. the point is not about consumers of pirated stuff getting jailed or fined for it. of course there is already a law against pirated stuff.
the point of the article is that some idiot/s proposed removal of some provisions in the law and that the removal of these provisions makes an owner of the music/movies/books that he/she bought through legitimate means exposed to abuse. that means you could be fined/jailed or whatever even if you bought an original product (say a rare book or a rare dvd) in another country and bring it back to Philippines for your own personal consumption
