I'm hearing that while the new O/S takes some getting used to it is more efficient in handling resources than Windows 7, so I'm hoping switching from Vista will give noticeable performance improvements.

It is more efficient... here's my old laptop running Windows 8 32bit doing a 10 second boot...

2GB RAM
Intel HD Graphics

^E8400 is definitely 64 bit ready. I bought it to be future-proof 3 years ago.
