We must take note of the fact the PERC is a Hong Kong based firm. This could be the reason why Hong Kong is one of the least corrupt in Asia. Maybe because we are encouraging a lot of investors due to an improving economic outlook. As such, they have to put up this negative image to discourage the pour of investments in the country.
But of course, we're not hypocrites to think that there is no corruption in the Philippines. What we need to do is continue exerting efforts to eliminate those erring officials in public service.

The philippine scored 9.40.....
GMA is responsible for 4.40
and OUANO is responsible for thr 5.00
4.40 + 5.00 = 9.40

Just an example...
A Mandaue City Mayor is paid by our Government between P25,000-P35,000 a month as salary for his position and during election time he spends 20 million pesos for his candidacy.
A very big investment for that salary. Call it service to the people? Tell that to a stupid man.
You do the math!
Corruption is rampant because "WE DONT LOVE OUR OWN COUNTRY"
