Strict implementation of traffic rules should be done. No one is afraid of traffic enforcers here in Cebu. They just stand around in groups and just chat despite the traffic in front of them. How I wish I had a camera to take a photo of that. Traffic enforcers even allow no left turns despite the signs in front of them. Cebu would be such a nicer place to live in if only they fix the traffic.
