usually, I do give out Php20.00... but if there's a service charge na in the receipt then dili na..

The amount I tip depends on various things. The minimum I usually tip here in the Philippines is 20 pesos. More will depend upon the service I received (attentive-concerned-friendly go a long way), where I am eating, and if it was the same person taking care of me.

I try not to let the taste of the food be a contributing factor in the tip, unless the food took forever and it was served cold.
