Parliamentary?Â* "Sus Ginoo!", to borrow from a Congressman from Mindanao.Â* Parliamentary system kung sila pa rin ni De Venecia at Ramos at Gloria eh wla ring maasahan ang taumbayan dyan.Â* Isipin mo, fusion of powers yan.

We will be at the mercy of the political party in power. PATAY TAYUNG LAHAT DYAN!

Wala na pong checks and balance.Â* Ang batas diri diritso na.Â* We have experienced parliamentary system before.Â* Wala ding nangyari.

we experience parliamentary system? ngee? when? katong ka marcos, dictatorial to nga system, ok man na nga systema kng dli lang corrupt ang modala like sa sngapore. and you know what makes singapore prosperous? is that they love their leaders. wla man ang mga pinoy ana kay puro hakog ug gahum. pwerteng liwata sa mga spaniards.

what makes parliamentary nice is that kung mag binuang ang prime minister, pwde patalsikon dayon sa house or whatsoever you call it.

I don't think they can easily sit down. They need to have a district para makalingkod sla sa position and be voted wheter 2/3 or 50/50 votes by the members of the parliament,it depends.

Naku, mukha ngang hindi nagbabasa si tempest.

In this website are some very good points about shifting to a federal parliamentary form of government.

What are the advantages of Federal System of Government?

    1. A federal republic will bring about peace and unity in ethnic, religious and cultural diversity. This is especially true in Mindanao where for generations, the Christian settlers have not found just and lasting peace with Muslim residents. The traditional policy of assimilation and subordination has failed. On the other hand, responsive federalism will lead to accommodation within the Republic and discourage secessionism.

    2. Federalism will improve governance through a new division and specialization of government functions. There will be a broad devolution of power, authority, and the needed revenues and resources from the national government to the States. Local governments will be closer to the people and have greater impact on their lives.

    3. Federalism will empower state and local leaders and citizens throughout the country. With policies, programs, and decisions made outside the national capital, local leaders will assume greater responsibility for leadership and service delivery. People will be more involved and will demand better performance and accountability. As a consequence, they will be more willing to pay taxes to finance government programs for their own direct benefit.

    4. Federalism will hasten the country's development. Since planning and policy decision making will be given to the States, there will be less bureaucratic obstacles to the implementation of economic programs and projects. There will also be inter-state and regional competition in attracting domestic and foreign investments and industries. Resources will be better distributed among the provinces/regions since government revenues will be devolved. States will have more funds for infrastructure and other economic projects. Federal grants and equalization funding from the federal government and the more prosperous states will help support the less endowed and developed regions, and the poor and the needy across the land. This will result in more equitable development.

    5. Federalism will enhance democracy. The citizens will have more opportunities to participate in state affairs beyond voting.

Good on theories but not in actual application.

The Scenario if Glorias " Parliament of Trapos and Jueteng Lords" will push through.

Your prime minister is Jose de Venecia, with a ceremonial president in GMA. The finance minister will be Joey Salceda of jueteng-plagued Albay. The budget minister will be either Jesli Lapus of Tarlac or Rolando Andaya of Camarines Sur, both jueteng-plagued provinces too. The justice minister will be who else but, for so long as he breathes, Raul Gonzalez of Iloilo City.

Luis Villafuerte of jueteng-controlled Camarines Sur (again!) will reprise his role under the Marcos regime as trade and industry minister. Prospero Pichay of Surigao del Sur, the modern "Fred Flintstone" of our tribal politics, will be defense and national security minister, a post he drools so longingly for. Hermogenes Ebdane will win a seat in Zambales, and will be appointed local governments minister, the better to supervise jueteng. Unless Art Lomibao runs in Pangasinan, and contests the post, also for jueteng reasons. Prospero Nograles of Davao City will be transportation and communications minister; Benasing Macarambon Jr. of Lanao del Sur, currently chair of the House committee on agriculture, would be agriculture minister.

The public works and highways would be Monico Puentevella, the loudmouth from Bacolod. Likely, Mike Defensor will win back his seat in the third district of Quezon City, so he gets to retain the Ministry of Natural Resources. Likely too, Ace Durano will get back the fifth district of Cebu, the family fiefdom for three generations, and retain Tourism.

The Ministry of Education will be renamed Ministry of Education and Moral Values, and that will be the plum prize of Ronaldo Puno of Antipolo City, the silent but effective because well-greased manipulator of Doña Gloria’s slimy propaganda machinery. Paquing Duque will run against Amado Espino in Pangasinan, and win, with a mountain of Philhealth cards, so he can be re-styled Minister of Health. Connie Dy of Pasay City will be given the sop of the Social Welfare Ministry.

And of course, MP Ignacio Bunye of Muntinlupa City will be re-styled Minister of Public Information. You know, the same title that Saddam Hussein gave that loyal what’s his name?

So there you have it. Cry if you wish. Vote with your feet and leave the ever-benighted motherland. Or impeach her. Oust her. Your choice.

President Arroyo’s mindset (i believe) is "the presidential system is the cause of the country’s problems.. the parliamentary system will correct these problems." knowing the kind of largscale corruption and gutter politics, and with the same politicians running the new system (if ever) switching to a parliamentary system would be a bit like rearranging the deck chairs on the titanic...
