    Region 9 cops to help secure Sinulog festivities

    Although the Association of Southeast Asian Nations Summit is over, 152 policemen from Region 9 that helped augment security during the event will remain in Cebu to help strengthen security for the upcoming Sinulog festivities.

    Regional Police Director Silverio Alarcio yesterday said the police personnel will help make the Sinulog safe particularly the Mardi Gras on Sunday, January 21, wherein thousands of spectators are expected to troop to Cebu.

    The 152 personnel from Region 9 are among the 2000 policemen that the region would deploy to ensure that Cebu City will be safe from criminality and acts of terrorism. The personnel from Region 9 will stay in the city until January 22.

    "We have a sufficient number of personnel," Alarcio assured.

    Aside from this, Alarcio also said he is willing to let the other Field Training Program personnel to remain in Cebu for the duration in Sinulog as long as they will officially signify the real intent of their stay.

    Early on, Sinulog Foundation Executive Director Ricky Ballesteros is optimistic that the celebration will be carried out peacefully with the presence of at least 15,000 civilian volunteers.

    Ballesteros said they are very grateful of the commitment given them by the volunteers, as this would indeed make the celebration of the Sinulog successful especially on the aspect of security and peace and order.

    Although many volunteer to work for the Sinulog every year, Ballesteros said they are still overwhelmed by the dedication of the 15,000 volunteers this year considering the fact that they are not being paid by the city.

    Of the 15,000 volunteers, 600 will help the city on communications especially during the Mardi Gras.

    The Sinulog Foundation has reminded the contingents for the Mardi Gras that this year's judging, as in the previous years, will focus on the choreography rather than on the props and costume. For those who intend to watch the final performances at the city sports complex, prices of tickets have been raised to P100 for seats at the grandstand.

    The Sinulog Foundation still remains optimistic that more contingents will participate in the festival as only a few from outside Cebu have registered to participate in the much-contested Sinulog-based category and the Free Interpretation category of the Mardi Gras.

    The Sinulog kicked off last Friday with a mass at the Basilica del Sto. Niño and a parade from the church to the Cebu City Sports Complex.

    Forty-three contingents participated in the Sinulog Mardi Gras last year with the participation of four new contingents from Passi City in Iloilo, Masbate City, Eastern Samar and the "Bag-ong Ozamisnon" from Ozamis City. It was, however, a little short of the other year's 48 contingents. - Joeberth M. Ocao

    dancing contingents - 48 excluding those who have not registered yet.

    Now with longer carousel parade route of 4.7 kilometers.

    Tangub City group arrives to defend Sinulog title

    The Sinanduloy Cultural Group from Tangub City in Misamis Occidental, the holder of six Sinulog Festival titles, arrived yesterday morning in Cebu to defend its Sinulog-based category crown.

    The 160-strong Tangub City contingent, headed by Vice Mayor Edemar Alota, came on board M/V Our Lady of the Rule that docked at the Cebu port. They are now billeted at Dorm A of the Cebu City Sports Complex.

    Tangub City has been a consistent winner in the Sinulog Festival, taking home two titles in the Free Interpretation category and four in the Sinulog-Base, for which it was the winner last year.

    Roberto Gonzales, one of the trainers of Sinanduloy, said the group came to Cebu with full enthusiasm and optimism that it would capture the title again during this Sunday's mardi gras.

    "Dasig gyud kaayo ang mga dancers ug excited na kaayo this coming Sunday. I hope to defend our crown sa Sinulog-Base because lahi kaayo nga Sinanduloy Tangub ang inyong masaksihan," Gonzales said.

    He said the Tangub city government has given its all out support especially on the costumes, which the it spent P300,000 including the purchase of the cloth in Malaysia.

    'Last year morag Maria Clara ang dating, this time nitipas gyud ang Tangub. Ang masaksihan gyud nga motif nga rural ang costumes pero bonga tan-aw. Basta the Cebuanos should watch us this Sunday. Malingaw gyud sila," Gonzales said. - Ramil V. Ayuman

    Longer parade expected

    REVELERS can expect a longer parade this Sunday with more dancing contingents, floats, higantes and puppeteers joining the Sinulog grand parade.

    Although there are fewer out-of-town contingents, more dancers from Cebu City and other cities and towns in the province have registered to join.

    At least three consistent participants from other provinces backed out from the competition.

    Contingents from Iligan, Ozamiz and Surigao, which have won in previous parades, begged off from joining the festivities because of problems with funding, after recent calamities.

    From last year’s 10 contingents from outside Cebu, only six beat yesterday’s deadline for registration.

    More groups

    “There are fewer contingents from other provinces but there are also more participants from the city and other municipalities so definitely, this year’s parade will be longer than last year,” Sinulog Foundation Executive Director Ricky Ballesteros said.

    As of yesterday afternoon, a total of 45 contingents registered to compete during the grand parade, but the organizers expected five more contingents to register last night.

    Of the number, 25 will compete in the Sinulog-based category while the other 20 will compete in the free interpretation category.

    There were 43 contingents in last year’s parade.

    “The contingents from Iligan and Ozamiz already gave us a call and said they will not be joining this year. Surigao also cannot make it because of a state of calamity there,” Sinulog 2007 Project Director Dolly Suzara said.

    Comeback

    Spectators will see the comeback of the multi-awarded contingent from the Southwestern University. Tribu Basakanon, which performed in the Aliwan Festival and the Asean summit gala dinner last Sunday, will also compete.

    Contingents from Tangub City, Panglao in Bohol, Bayawan City, San Carlos City, Camiguin and the Eastern Samar State University have already registered to join the street dancing competition this Sunday.

    Close to 40 contingents from Cebu City and Cebu Province have also registered, as well as 29 entries in the higante competition, 27 entries in the float competition and 22 entries in the puppeteers competition.

    Tomas deplores Sinulog defects

    SADDENED by the drop in the number of out-of-town contingents in this year’s Sinulog, Mayor Tomas Osmeña wants Cebu’s festival repackaged to give more exposure to performers from other provinces.

    Osmeña pointed out the defects in the preparation for the Sinulog, including the lack of funding for contingents from outside Cebu.

    He admitted he is partly at fault since he was busy with the Southeast Asian summit preparations. But he said the Sinulog Foundation Inc. should have taken charge of some innovations in the grand parade.

    From 10 out-of-town contingents last year, only six registered to compete in this Sunday’s grand parade. A contingent from Surigao City will also join, but only as guest performers.

    “There are lots of defects here... The organizers are looking inward and are only thinking about themselves, they have to shape up. These can all be corrected but I have no more time to do all these, it has to be the organizers and the vice mayor,” he told reporters yesterday.

    In a phone interview yesterday, Vice Mayor Michael Rama, Sinulog Foundation Inc. chairman, said the organizers did their best in inviting the out-of-town contingents to join.

    Apart from sending them invitations, Sinulog Executive Director Ricky Ballesteros and Project Director Dolly Suzara also attended the festivals in other provinces to personally invite its officials to join the Sinulog.

    “We already anticipated that there will be fewer contingents because it’s an election year, officials are very careful in spending government funds. And there were also calamities and typhoons that affected some of these provinces,” Rama said.

    Contingents from other provinces spend at least P500,000 to come to Cebu to perform during the Sinulog, with some spending up to P1 million.

    Osmeña said promotional materials featuring out-of-town contingents and nationwide coverage of the parade should be improved.

    Offering the out-of-town groups exposure here and abroad will encourage them to join the festival every year, the mayor said.

    “We’re good at organizing but we have to have a strong reorientation in showcasing the different towns in the country through the Sinulog. We have to refocus and repackage it. We have to realize that if we don’t get better, we’ll be sliding backwards,” he said.

    Rama, in a separate interview, commented: “Exposure for the contingents is not going to be that easy. Dako kaayo ang kwarta nga kinahanglan ana (That will take a lot of money)... If we want them to come, we could double the P8 million budget the City Government approved for the Sinulog, so we can subsidize them.”

    After last year’s Sinulog, the mayor commissioned a professional photographer to take photos of the lead dancers of all out-of-town contingents.

    The photos were used in promotional posters and calendars, and were also featured in Mabuhay, the in-flight magazine of Philippine Airlines.

    But for the mayor, this is not enough.

    Next year, Osmeña said, he will work to repackage the Sinulog and is looking at the possibility of transferring the parade to the South Road Properties.
