[color=navy]Hiko Seijuro XIII for being the strongest swordsman in the series.
VS. Kenshin Himura~ Hiko was always holding back for his student, even until the final lesson. Amakakeru Ryū no Hirameki was designed to defeat the Kuzu-Ryusen. I am sure if both performed the Amakakeru Ryū no Hirameki on each other, Hiko's will shatter's Himura's sword, body and soul.
VS. Aoshi Shinamori~ Aoshi's kenpo punches, kicks and hits will have not much effect on Hiko's muscular body and even with Aoshi's swift Kaiten Kenbu, Hiko's Mitsurugi-ryu has been proven the fastest of all.
VS. Saito Hajime~ Both men are complete individuals of unwavering convictions. Whereas Kenshin is at par with Saito even while being conflicted within himself, Hiko has no inner conflicts, completely confident of his self and his style. Besides Saito's Gatotsu though deadly is somewhat predictable and inflexible. All things, the Gatotsu considered is only 1/9th the power when faced against Hiko's Kuzu Ryusen.
VS. Tsujiro Seta~ Hiko has a refined analytical mind which is able to pierce into the core of any opponent's psyche, Himura's skill in understanding his opponent is a pale reflection to that of his Master. With just one strike from Seta's sword will tell Hiko all that he needs to know about the boy and his weaknesses.
VS. Shishio Makoto~ Hiko will not fight a dead man. With his intellect, Hiko will have already determined that Shishio's damaged body will not have the endurance for the long fight and he will just let Makoto wear himself out. Though he may be surprised by Shishio's strength and tricks, his own strength and speed and skill is far superior. A simple Kuzu Ryusen with a normal-edge sword is enough, Hiko will even consider it a mercy killing.
VS. Shogo Amakusa~ Shogo may be a genius, acquiring the succession move of Hiten Mitsurugi Ryu at the age of 15 but Hiko's got the experience and has been fighting-training with Kenshin (who can be also said to be a genius too, having acquired the God-speed by 14 and had he only continued his training with Hiko, would have earned the Ogi earlier).
Physically, Shogo's just as slender as Kenshin so his sword blows will be weaker compared to Hiko's. Shogo's great because he knows Hiten Mitsurugi ryu but Hiko's better because the man IS Hiten Mitsurugi Ryu.

@reynal-dono
haa-ha!
the wolf of mibu is still my favorite. his gatotsu IS weak. it's not versatile, it's predictable, and his opponent can easily outmaneuver him by moving to saito's right side, which is a dead angle. i repeat: the gatotsu IS A WEAK technique. however, kenshin himself pointed out in the battle between saito and one of the four gods (see the last volume of the manga) that if saito could be beaten by defeating his gatotsu, then kenshin would have killed him a long time ago during the bakumatsu. Saito's greatest weapon is not his modified tsuki attack, but rather, his unwavering belief that evil must die swiftly.
in real life, saito was a heavy drinker and that resulted in his death. as a last act of defiance, he died while sitting upright. his convictions were said to be so strong that he even executed fellow shinsengumi whom he deemed to be corrupt.
