Gwen Garcia justified her decision to terminate the contract of the Mandaue Integrated Manpower Services (MIMS), a company owned by the family of her running mate in the 2010 elections, Glenn Soco. She claimed that the manpower agency didn’t perform well.The governor cited an event held in the newly renovated Cebu Performing Arts (CPA) building during the Province’s founding anniversary last August. She claimed she was ashamed because MIMS personnel assigned to the CPA building failed to clean the area thoroughly. "The Manny Pacquiao Blog". But a MIMS insider said they could not thoroughly clean the venue for lack of time. The night before the affair, renovations were still underway. There were scaffoldings inside the building and water supply was not enough. In fairness to MIMS personnel, they worked double time.If this information is true, then why didn’t the MIMS pullout include other personnel, like those doing clerical work in Capitol? MIMS had more than 200 personnel outsourced by Capitol. They were assigned as janitors in the Capitol building and its satellite offices like Sugbo Museum, provincial jail and south bus terminal. Others did clerical work in various offices. Prime Manpower, a sister company, is supplying medical health workers to the province’s district hospitals. But these are mere justifications. A source told me Gwen got mad at Glenn when the latter brought her girlfriend, beauty titlist Anna Maris Igpit, in one of Capitol’s affairs last August. After that, their relationship turned sour. Gwen reportedly distanced herself from Glenn. She later ordered the provincial attorney to review all MIMS contracts.When Glenn asked for financial support from One Cebu Party for his election protest against the late vice governor Greg Sanchez, Gwen did not commit, especially when Agnes Magpale took over Sanchez’s position following his death. Mind you, it was Gwen who chose Glenn to be her running mate and who prodded him to file an election protest. She did not even attend the opening of Glenn's Coffee Dream branch at Paseo de San Ramon in Banawa two weeks ago. To make the story short, they had a falling out.
