If system won't boot even in safe mode, you can try this:

- Boot up your PC from your Windows installation disk (dvd)
- Select the "Repair your computer" from the option
- Select "Command Prompt"
- Input this in the command prompt "bootsect.exe /nt60 SYS /force" (without quotes)
- Restart PC

General rules, don't use win7 installer with modified or pre-activated. Use clean installer only so you can keep up with new releases activators everytime you install your O.S. To know whether your Win7 installer is clean or not, check your iso's checksum or filehash and compares to Microsoft Windows website they posted.
