    Velarde said by making it mandatory for motorcycle drivers and operators to automatically turn on their headlights, it will be easier to detect approaching motorcycles and increase motorcycle conspicuity and visibility.


    "The mandatory headlights on policy will enhance visibility for motorists and can be considered as a low-cost method to reduce crashes and collisions," Velarde said.


    The bill mandates motorcycle manufacturers, assemblers and distributors to properly install automatic headlights on system, mechanism or device before its distribution and sale.


    All headlights must be of sufficient intensity to reveal a person or a vehicle at any distance of not less than 30.5 kilometers.


    No new motorcycle shall be allowed initial registration and succeeding renewal of registration unless it is equipped with the necessary automatic headlights on system, mechanism or device, the bill provides.


    Under the bill, the Land Transportation Office (LTO) shall enforce the implementing guidelines and shall mobilize available resources to ensure the effective implementation of the measure.


    Motorists, drivers, owners or operators who fail to ride with headlights on at anytime of the day or night shall be penalized with a fine ranging from P1,000 to P5,000 and suspension of driver's license for one month.


    Furthermore, all manufacturers, assemblers, importers and distributors found without a headlight face a fine of not more than P20,000 and suspension of the license to manufacture, assemble, import of distribute for one year.

    Useless ni nga bala-od kung ari natoh sa pilipinas i-implement, ngano?

    1) 90% sa mga motorist walay road etiquette. Pa-adtoa sa laing nasud unya pa-drive pagka-maayo mosunod sa mga bala-od sa gawas. Ngano man ni? Ky atong bala-od dli kato-uhan kasagaran taman ra sa kasulatan. Either a much strict fines aren't implemented or ang mga multa gi-corrupt ra maong walay respecto ang tao sa atong mga balaod.

    2) Common cause of motor accidents got nothing to do with proper visibility. Counter flow, DUI, lack of skill to operate such vehicles (over the counter driver's license processing, walay seminar), or just plain stupidity. Bisan pa ug naka-AHO na ug mopugos ug counter flow bisan gipit kaayo, madisgrasya ra japon na. Saman imong palayaton ang sakyanan or padaplinon nga naa sa right of way? LOL!

    Bottomline laws passed by our law makers are getting mediocre by the day. Patch/temporary fix doesn't solve the main problem at all. Gusto sila ma-solve or atleast lower accidents by the minimal dapat naay feasibility study buhaton unsay main causes of motor accidents from there draw several measures to solve them, surely mobalik raman japon na ilang concern government agency.


    To clear out I'm not against this bill, I just think this bill will never serve its true purpose. But I do believe this bill help our fellow countrymen in public office who wants to enrich themselves.

    Yes, ang implementation jud #1 problem dri sa atoa. But the bill is certainly good if this goes properly implemented.

    Dili lisud brad wlay problema na sa akoa ang AHO. Ang akong problema ky ang way of thinking anang mga lawmakers natoh, tanan problema shortfix tanan solution, to claim fame on such achievements para ilang magamit sa sunod election. Sama ragud na pagsikat sa killings using motorcycle nya maghelmet ang gunman, unsa ila balaod gibuhat? Gi-ban ang fullface helmet kuno....
