    MANILA, Philippines — A group of pedestrians standing at the corner of Araneta Avenue and Aurora Boulevard erupted into a loud cheer when they saw the white Land Cruiser of the country’s most powerful man drive by without any siren, blinkers and haughty police escorts.

    The pedestrians were heard shouting, "’Yan ang dapat, talagang walang wang-wang (That is how it should be, no sirens)," by media staffers trailing the convoy of President Aquino III on his first day to work at Malacanang Palace from his Quezon City residence

    "You can see from their faces that they were happy,’’ said De Layola, who noted that this was not a new thing for Aquino. "He has been doing so even before he became a senator and a congressman.’’

    De Layola said the "wang-wang’’ and counter-flow became Aquino’s pet peeves when, as a congressman stuck in traffic, he would suddenly see a VIP in a big SUV with police escorts come rushing against the flow of traffic on the other side of the road with lights blinking and sirens blaring.

    "This is why he said in his speech that he also knows how abusive people in power can be and he vowed never to be like them,’’ said De Layola.

    NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, pursuant to Proclamation No. 1081, dated September 21, 1972, and in my capacity as Commander-in-Chief of all the Armed Forces of the Philippines, do hereby order and decree:

    1. That it shall be unlawful for the owner or possessor of any motor vehicle to use or attach to his vehicle any siren, bell, horn, whistle, or other similar gadgets that produce exceptionally loud or startling sound, including domelights, blinkers and other similar signalling or flashing devices.

    2. The gadgets or devices mentioned above may be attached to and use only on motor vehicles designated for official use by the Armed Forces of the Philippines, National Bureau of Investigation, Land Transportation Commission, Police Departments, Fire Departments, and hospital ambulances.

    Any device or gadget installed or mounted on any motor vehicle or otherwise used in violation of this decree shall be subject to immediate confiscation and, in cases of a second and subsequent offenses, the offender shall be prosecuted for violation of this Decree before the military tribunal and, upon conviction thereof, shall suffer the penalty of imprisonment for six months and/or a fine of 600 pesos. In addition, the certificate of registration of the motor vehicle on which the unauthorized gadget or device herein mentioned is installed, mounted or used shall be cancelled or revoked.

    The Commissioner of Land Transportation shall draw and promulgate such rules and regulations necessary to give effect to this Decree.

    Done in the City of Manila, this 13th day of January, in the year of Our Lord, nineteen hundred and seventy-three.

    MANILA, Philippines - It seems President Benigno "Noynoy" Aquino III and Vice-President Jejomar Binay do not see completely eye-to-eye on the use of blaring sirens or "wang-wangs."

    In an interview, Binay said public officials should not be totally banned from using sirens to squeeze their way out of heavy traffic.

    As a former local chief executive, he said he normally uses blaring sirens to be able to immediately respond to an emergency.

    "It depends on the situation. Ako sa pagka-mayor ko 'pag may nagbarilan, may na-hostage, kailangan makarating nang maaga (As a mayor, I need to immediately respond to shootouts, hostage-taking incidents)," he told radio dzMM.

    He said what’s bad is the use of blaring sirens to avoid being late to an appointment or just to show off.

    In his inaugural address Wednesday, Aquino vowed he will not use blaring sirens that are sometimes used by public officials to counterflow traffic.

    Under Presidential Decree 96, only motor vehicles designated for the use of the Philippine National Police, Armed Forces of the Philippines, National Bureau of Investigation, Land Transportation Office, Bureau of Fire Protection, and hospital ambulances can be fitted with sirens, bells, horns or similar gadgets.

    As for government officials, only the President, Vice President, Senate president, House Speaker, and Chief Justice are allowed to use vehicles with these devices.

    Newly installed Justice Secretary Leila de Lima urged the public to report offenders of the presidential decree. She praised the new President for setting an example for public officials.

    "Bad habits have to be cut down. It's a matter of implementing the law...which has a very exclusive enumeration of the officials that can use sirens," she said.

    Di kay ko ka relate sa wang2x kay wa man kaau mo gamit ana dri dapit sa among gamay nga kalibutan. Kung ma tarong na ni P-Noy, murag luwas nata ani. Murag usa gyud na sa dakong problema sa Pinas kanang wang2x. It's a start, and I feel much better already.

    lugapak ning mando ni P-noi!!!....sa mga bata pa nga panultihon...taka...taka lang. hehehe IMHO. unahon unta na pag regulate ang mga retailers anang wang wang. para dili na kapalit ang mga dili angayan mogamit...sama sa mga ordinary citizens.

    The point is ... I AM NOYNOY , the PRESIDENT of the REPUBLIC of the PHILIPPINES . I am the bigboss . CONGRESSMAN ra ka , maski SENADOR pa ka . You have to respect what I want to implement . That is the whole issue , not the WANGWANG .... kung ma IMPLEMENT ba ang gipang sulti niya during his oath taking speech .
