Greg gives in, turns over vehicles


CEBU, Philippines - Cebu Vice Gov. Gregorio Sanchez Jr. yesterday agreed to turn over the vehicles assigned to him, in response to an order of Gov. Gwendolyn Garcia recalling the vehicles charged against the Office of the Governor but were being used by the Office of the Vice Governor.
A representative of the Provincial General Services Office (PGSO) visited his office yesterday afternoon, where Sanchez made a request not to include the multi-cab that is being used as [COLOR=blue ! important][COLOR=blue ! important]mini[/COLOR][/COLOR] ambulance.
Sanchez received the recall order last month. It was sent by Provincial Administrator Eduardo Habin. Upon receiving the order, the vice governor had accused the executive department of harassing him.
“Kun mao man kaha ang kalipay nila nga makuha ang sakyanan, andam nako kini nga iuli, apan kun mahimo dili lang unta maapil ang multi-cab nga gigamit karon nga mini-ambulance sa lungsod sa Tuburan,” said Sanchez.
Sanchez said poor residents of Tuburan town have benefited from the mini-ambulance. He said he and newly-elected Tuburan Mayor Aljun Diamante have been using personal money for its gasoline.


A lady representative from the PGSO told Sanchez that she was ordered to follow up the implementation of Habin’s order. She refused to be interviewed by reporters.
Sanchez showed Habin’s letter, which cited inventory as purpose for the recall.
He denied that the vehicles issued to him, an Isuzu Fuego, a mini-ambulance, a multicab and three motorcycles, were improperly used by his office. He also asked why he is being asked to turn them over only now.
The vice governor believes that Gov. Garcia seeks to cripple him by all means, first by cutting his powers and now taking away his vehicles.
The mini-ambulance, according to Sanchez, is currently assigned to Barangay Bagasawi.
But Capitol spokesman Rory Jon Sepulveda, in previous interviews, denied that they are harassing Sanchez. Sepulveda said it is the responsibility of the governor’s office to determine where the vehicles can best be used.
Sepulveda explained that the vehicles are under the responsibility of the Office of the Governor and there is a need to conduct an inventory in preparation for the next term of Garcia.
“Dili siya makabuot kun unsa na ang plano sa mga sakyanan kay ang gobernador mao man ang may katungod niini,” Sepulveda said.

Sanchez asks COA's legal opinion on LAF

CEBU, Philippines - Vice Governor Gregorio Sanchez Jr. is asking the Commission on Audit to render an opinion on the legality of Governor Gwendolyn Garcia’s memorandum relative to the use of the Legislative Assistance Fund in the province.
In a letter addressed to COA regional director Delfin Aguilar, Sanchez asked the agency’s legal opinion on the issue.
The governor issued a memorandum on June 28 doing away with the usual resolution from the provincial board for financial assistance chargeable against the legislative assistance fund.
Garcia said that the memorandum was aimed to streamline the processes for the projects and prevent unliquidation of assistance by the barangays.
Sanchez assailed the memorandum saying it was “patently illegal and prohibited exercise of the powers of the provincial board.”


According to Sanchez, the memorandum was an affront to the prerogatives of the legislative department. It has also removed the semblance of check and balance between the executive and the legislative departments.
Sanchez said that the governor’s memorandum has rendered the provincial board inutile with regards to the use of the funds exclusively earmarked for its operations, maintenance and other activities.
The vice governor said that the quotation of Section 465 (1) of the Local Government Code by Garcia was “erroneous” and is merely utilized as a sweeping basis for the memorandum without regard to the more specific provisions of the said law.
“In this light we would appreciate it if a legal opinion on the propriety of the assailed memorandum be officially released by the Commission on Audit,” Sanchez said.
Garcia however maintained that her move will minimize the burden of the members of the provincial board who cannot concentrate their role as legislators.
She also said that her office can closely monitor the implementation of projects funded by the LAF.
Garcia said her office received reports of alleged irregularities in the implementation of projects using LAF in Tuburan.
The governor directed the Provincial Legal [COLOR=blue ! important][COLOR=blue ! important]Office[/COLOR][/COLOR] to conduct further investigation into it and submit recommendations.
According to reports, somebody abused the use of LAF intended for the projects in the different barangays of Tuburan.
