No doubt that Tomas is using political propaganda on paper aimed at influencing the attitude of the audience, the Cebuano audience.
Propaganda often presents facts selectively (thus lying by omission) to encourage a particular synthesis, or uses loaded messages to produce an emotional rather than rational response to the information presented. The desired result is a change of the attitude toward the subject in the target audience to further a political agenda. (I REPEAT, TO FURTHER A POLITICAL AGENDA)

Propaganda is generally an appeal to emotion, not intellect.
The way I see it, Tomas was using these propaganda methods:
(1) Flag-waving - An attempt to justify an action on the grounds that doing so will make one more patriotic, or in some way benefit a group, country, or idea. (thus his publishing the ad makes him think it is patriotic thing to do but actually not.)
(2) Oversimplification - Favorable generalities are used to provide simple answers to complex social, political, economic, or military problems. (his simple comparison of tax collection between the city and the province, to which is actually cannot be compared)
(3) Red herring - Presenting data or issues that, while compelling, are irrelevant to the argument at hand, and then claiming that it validates the argument. (he claims his tax collection efficiency comparison validates the argument that Cebu City is better than Cebu Province)
