    BIR vows to go after big tax evaders

    The Bureau of Internal Revenue (BIR) will continue to go after big tax evaders as part of its numerous tax reform measures as it celebrates its 102nd founding anniversary today.

    BIR Commissioner Jose Mario Buñag said these measures will enable the prime revenue collecting agency of the National Government (NG) to hit its revenue target of P675.35 billion this year.

    He said the agency will toughen its legal and enforcement arms to better handle its Run After Tax Evaders (RATE) program.

    According to Buñag, they will be developing procedures on criminal prosecution, legal and regulatory framework, investigation and appeals.

    Buñag said to enhance registration, filing and payment systems, the agency will clean up its registration database and outsource returns encoding to attain near-zero backlog.

    For the enhancement of collection enforcement and arrears management, the BIR will develop and implement computerized monitoring systems to reduce delinquent accounts, manage forfeited properties effectively and update manual on collection procedures.

    The BIR chief said the tax agency stands solidly behind the government’s bid to meet its revenue collection targets.

    He said the BIR will plug the loopholes in the revenue collection system by improving tax administration further.

    For the month of June alone BIR collections amounted to P48.03 billion, surpassing the P46 billion target. The figure represents a 32 percent increase from P36 billion a year ago.

    Ombudsman, British council to launch anti-corruption website

    The British Council Philippines and the Office of the Ombudsman are launching next week an interactive website that will allow ordinary Filipinos to participate in the government’s fight against corruption.

    British Council director Gill Westaway said yesterday they are about to place a new Philippine consultant in the office of Ombudsman Merceditas Gutierrez to build up a website that "will provide the framework for dealing with inquiries and probes in corruption to the future."

    The British Council said the European Union has allotted some P6 million for this project. The council was designated to manage the consultant that will create the interactive website.

    "This is one of the sub-components of the existing anti-corruption project of the government," Westaway said during a forum at the Astoria Plaza in Ortigas, Pasig City.

    The British Council has sponsored a Development Academy of the Philippines (DAP) forum on good governance standards for public services. Some national and local officials and representatives from different government agencies participated in the whole-day event.

    "It will certainly help to demonstrate transparency in the government," she said. "This is the chance for the general public to be more engaged in the whole process of combating corruption."

    The creation of the website is also part of the year-long project on corruption prevention of the European Commission-Office of the Ombudsman.

    Westaway said Tony Kwok, Malacañang’s anti-corruption consultant, led the project of combating corruption not only in the Philippines but also in Hong Kong.

    "But the key is effective working with a team within the office of the Ombudsman," she added.

    Westaway said that the anti-corruption project is expected to be completed by next year.

    She said that based on recent surveys, it appears that the incidence of corruption is not decreasing even though the government has been working to eradicate or at least lessen the cases of corruption in the country through good governance.

    "I believe that there is real effort now from the government because the project is working with different government departments and with civil society to combat corruption in a variety of ways," Westaway said. — Helen Flores

    That billion of pesos should be spent also for the trial of Joc2 Bolante. You know this guy depleted our coffers after he used the money for Glue-ria's campaign.

    This corrupt official will never get away from the law. at malalaman din nang taumbayan kung saan ba talaga niya dinala ang kaban ng bayan lalo na ngayon na mas lalong pinaigitng ang "anti corruption" drive. Naniniwala ang karamihan na dahil sa korapsyon, naghiihirap ang marami at nagiging dahilan din ito ng matinding kaguluhan sa bansa. Kaya mas lalo pang ipinapalaganap ang kampanya laban sa korapsyon kagaya na lamang ng paglalagay o pagtatatag ng mga programa laban dito. Ito ngayon ang isa sa pinaka malalaking proyekto ng ating pamahalaan na magsisimula sa bawat ahensya ng anumang tanggapan o opisina.

    The Office of the Ombudsman is now taking strides to improve their performance with regard to finding erring public officials as the government continue to intensify the campaign against graft and corruption. In fact, there was a reported increase of number of officials who were investigated and find guilty of graft and corrupt offenses.

    Maybe we should really look into big time government officials who have been creating more burdens in this country. The reported news of five cabinet officials being investigated by the Ombudsman only proves that the campaign to fight corruption is at its peak.

    It also has been announced that there are offices who belong to the Top lists in fighting graft.Topping in the list is the following:

    a.) Department of Health,
    b.) Department of Social Welfare and Development,
    c.) Department of Science and Technology,
    d.) Bureau of Internal Revenue, Department of Trade and Industry,
    e.) Office of the President,
    f.) Department of Education,
    g.) Metropolitan Manila Development Authority,
    h.) PNP and the DPWH recently joined the lists too.

    This 10 agencies were chosen from the list of 70 gov't offices excluding regional offices, under the Integrity Action Development Plan implemented by PAGC and that some 22 anticorruption measures were used to gauge the performance of the agencies in ridding their offices of graft and eradicating red tape.

    I believed that we will not wait for years or decades just to eradicate this graft and corruption. The government is serious on its campaign and that the fight for the good governance continues.

    We have actually told by World Bank that we are wining the battle over these corruption. The facts and figures are already on the ground that if the people want a clear understanding on it,we should look and find it our selves that it is really improving.

    not only that, I've heard that the Omubudsman has agreed on taking an actrion over Mayor Binay's anomallies in his office facilities.

    Ombudsman Merceditas Gutierrez has approved the recommendation of acting deputy special prosecutor Wendell Barreras-Sulit for "further fact-finding investigation" of the transactions, which were said to have defrauded the city of at least P110.25 million, based on a Commission on Audit estimate.

    The Ombudsman filed a graft case on Sept. 27 before the Sandiganbayan against the Binay couple and nine others for the alleged anomalous acquisition of office furniture and partitions for the new Makati City Hall from 1999 to 2001 for P232 million. Elenita was the mayor of Makati when the alleged anomalous transactions were made. Mrs. Binay also chaired the city government’s committee on awards.
