It means, God alone has the right to do vengeance for the following righteous reasons.
1.) His vengeance has no side effects; there is no "collateral damage'.
2.) His vengeance is that of nature's attribute(considering He is the creator) ei although it is vengeance per se, it still offers a reconciliation part and it takes a gradual form.
3.) He is the reason for our cause of vengeance, maybe to test our faith or reason only He knows.
4.) You, as someone who longs for vengeance still has the obligation to avoid sin, therefore let God do the vengeance for you for He has His ways, a vengeance that is merciful, a lecture in nature.
5.) By all sorts of points of views, vengeance itself is sin.
6.) Karma-effect is God's vengeance in action, a gradual balancing of things, no side effects no collateral.

No, because vengeance not essentially, what makes it a sin, is the fact that it brings about sinful means. God knows what to do to even-out the uneven, without committing sin ei not using sinful means, a karma-effect.
