Motherboard - XFX nForce780i SLI (3-way SLi) - around 12k (para ug ganahan ka duhaon or tuloon imo videocard)
Videocard - Nvidia 8800gt - around 8.5k (still the best card - price ~ performance, mao ni pede nimo duhaon or tuloon)

I suggest you get at least 1TB of harddisk...since you're pc is on a high-end basis.. there'll be alot of files going through your pc...and that 250gb is never enough.. and oh, quad core will be overkill..having quad core doesn't really affect gaming that much.

kng ako pa but.on, heres what i can recommend:

intel core2duo e8200
gigabyte ga-n650sli ds4l
4gb mem ddr2 800 (any from these mfgs: kingston hyperX, crucial, team elite, corsair, ocz)
nvidia 8800gt sli
250gb up (kng asa mkaya sa budget)
any sata dvdrw (but i recommend samsung sata dvdrw)
at least 600W up psu from silverstone, gigabyte, corsair, enermax (im using an enermax pro82+ 625W sli)
coolermaster cm690
any 22" wide lcd from samsung, viewsonic, dell
any generic keyboard will do (la pa man maguba ako keyboard sa cgeg dinuwa)
as for the mice, give it a little extra special, im using a genius navigator 335 laser

pa igo ra cguro or add ka more or less 10K

limut ko add sa cpu cooler, if it is really necessary to add more "wow" factor

hmm...kanang madali.madali ra, heres my choices:

zalman cnps9700nt
scythe mugen (this is what im using)
xigmatec, kato gibaligya sa fine upgrades
thermaltake ultra extreme 120 (murag lisud na pangitaon)

and it would be much better if you use a thermal grease like arctic cooling mx2

if the other guys has much better suggestions than what i have, the better...

bro palit nalng baratuhun nga desktop 13k to 15k nya ang subra palit nalng 42" LCD TV .. puerte ninduta guro imo office.. unya pangayu pa sa imo papa para palit ug blu ray player... daug nana bro....hehehe
