Hardware problem. Either RAM, mobo, or CPU fan:

RAM:
Use a pencil eraser to clean the RAM module pins to remove static.

CPU fan:
Remove the CPU fan. Open it up using appropriate tools. Remove the grease and the dust that built-up. This is what is causing its slow turning. Then re-grease it and re-assemble it back. Put it back.

Mobo:
Buy a new one.

reformat lang as a last resort if its a soft ware problem....

but try repairing the OS by booting from the CD and chose the repair OS via console

try sa ug scan bro. ky naka experience ko ana before. akong pc dli ka load sa windows. dn akong gesuwayan sa akong usa ka hard disk ok man. mao akong nalang ge scan. dn na ok na sya

inig start nimo sa imo pc, press Delete while booting for you to see your bios,
then search where ang sa boot sequence nimo, 1st-Cd-rom, 2nd-HDD, 3rd-Floppy,
then press F10 (Save and Exit). Now, magrestart na cya, put WinXP OS nimo, megreformat nana.

if bag-o ra ka nag install ug video card den nag install ka ug driver para ana nga video card nya kalimot ka remove sa pirmero na driver.. driver conflict na... d jd mka sulud sa windows... igo ra xa mu pakita ug windows logo... try ug safe mode.. kung mka safe mode gani ka, software ang prob jd ana.. kung d sad ka mka safe mode... try to ang 1 mem at at time na g ingon ni yugi.. den gamiti sad ug pencil eraser ang mga contact points sa RAM ug video card nmu.. try sad using ur on-board video card... f dili gani gihapon.. reformat jud na ang imong HD...
