if Meralco and ERC can say that the electric charges are legal. Who do we blame then? we go back to the Epira law that allowed Meralco to make these charges. ask your government and congress why they allowed it.
Going back to Winston G, if he wants to reduce electricity rate, he should target everyone involved in making the rates higher including the government he serve.

ang point ra man nako is: if Winston Garcia can't clean up GSIS' mess, ngano hilabtan pa man niya ang Meralco? he should clean up his department first, before the others..even pa tingali mu-ingon ka na naa right si Garcia as president of GSIS na manghilabot sa Meralco tungod sa ila shares, dapat niya i-prioritize ang problema sa GSIS first. do u mean that tungod ky ni-enter cya anang Meralco case iya na gibiyaan ang pag manage sa GSIS? i don't think so. he can do both. and actually, both are part of his job.
when tackling a problem, u don't have to do one first and if solved, u then go to the next one. Management is not like that. Otherwise, abtan ka ug siyam siyam. Instead, u tackle all the problems u can see and make action plans on them on how to solve them. if Winston sees that there is still some problems w/ the ATM system or releasing of pensions to pensioners, well, he sees that alright but that doesn't mean he has to focus all his energy in to it. there are other "problems" to take care of. Like i said, GSIS's stake in Meralco is one of them big time. Corporate problems are not always financial or operational. Sometimes it's POLITICAL.
Though i don't know exactly what GSIS's priorities are but i'm pretty sure that any major shareholdings that GSIS holds is always a top priority. why? kanang mga contributions pre, dili rana sa banko mo landig. A large part of the money is being invested like in the stock market for example.
AFAIK, in an organization like GSIS, there are main divisions that goes like these:
OPERATIONS - that's where we find things like personnel, logistics, other services, etc. this is also where we find the IT dep't. what does a president of GSIS do about this division? he has his Operations Manager to take care of this.
MARKETING - that's where we find those that pertains to info ads and customer service, etc. And what does a president of GSIS do about this division? he has a Mktg Manager to take care of this.
FINANCE - that's where we find things such as financial analyses, accounting, and investments, etc. And what does a president of GSIS do about this division? He has a Finance Manager to take care of these.
my point is, Winston is not the whole GSIS. He only represents GSIS when deemed necessary like the Meralco stockholders meeting for example. Aside from that job, he delegates his tasks as what any manager would do. Any changes that will be made w/ the system, he has to consult all under him (including advisers and consultants) before agreeing & applying it.
u know what, this is just like the case of a respectable father who wants his child's school PTA to explain the association's accounting of funds. or shall we say that he boldly wishes to run for the PTA next presidency coz he & some of the members are dissatisfied w/ the current president's performance who wants to run again also. now if we dig into more detail, the parents have difficulty disciplining their child at home. so now, can we say that he has to clean up his act as a parent first before meddling even sa PTA? i don't think so. he has every right as a member of the PTA.
