right... but DSWD don't get enough funding. they don't have enough social workers too. my mom's one and i know what it's like for them ( a team o f 4-5 social workers ) handling 4 barangays. i don't know how many square kilometers we're talking about or how many people they'd need to attend to...
correct me if i'm wrong, but i remember the department being proclaimed as the least corrupt in the country... well maybe because they don't have anything to steal take advantage of at all.
