To be fluent in a language means having the ability to effectively express oneself in writing or in speech. If you only read books, yes you may begin to observe and slowly adapt the manner by which people write using the English language.
However, skills such as pronounciation and diction cannot be fully understood and learned unless you listen to, and observe a native speaker of the English language. In this age of MP3 players and Cell Phones that can play music/audio files, my advise therefore, is for someone who owns such devices, to try and download audiobooks off the internet and listen to them as you slowly drift to sleep.
This way, not only your conscious self but also your unconscious will be immersed in the language and hopefully, you will get used to the manner by which the efficient and effective delivery of English is accomplished.
