British trained Filipino law enforcers for ASEAN Summit

Philippine law enforcers newly-trained on crisis management by the British government are among the security forces who could make the ASEAN Summit in December rest easy, according to British Peter Beckingham.

The heads of state of the 13-member Association of Southeast Asian Nations (ASEAN) are converging in the southern port city of Cebu for its annual Summit that is chaired by the Philippines this year.

"They can rest easy, knowing that their security is well looked after by Philippine law enforcers freshly trained by the British government in crisis management," Beckingham said.

Cebu eyes big economy boost from Asean Summit event

Cebu City -- Cebu's local economy gets a big boost as the over 10,000 delegates expected to take part in the upcoming 12th Asean Summit is expected to spend at least US $200 per day, a hotel top executive surmised.

Rey Fuentes, general manager of the newly opened Parklane Hotel, bared his conservative estimate of US $200 daily that each delegate will spend on meals and other miscellaneous expenses during their stay in Cebu relative to the summit.

Department of Tourism (DOT-7) regional director Patria Aurora Roa on the other hand, said the expected 10T delegates to the summit will come in staggered batches as the issue on whether Cebu can provide the needed accommodation cropped up.

Roa added the Business Leaders Meeting comes first so participants comprising business executives will arrive first then after the meeting, they will exit to pave the way for the other batches that leads to the summit proper. These groups include the regional technical working group, delegation of the 17 participating-nations and the international media that will be covering the summit proper. Over 1,000 foreign press is said to flock to Cebu for the international event excluding the national media and the Cebu-based and provincial media.

Hotels and resorts in Cebu have already been informed not to accept bookings for the month of November until the end of the summit by mid-December as not to compromise the accommodation of participating nations, according to Roa.

ASEAN will definitely make a big way for having CEBU as the Host for the coming World Congress of tourism organization in 2010. Tourism officials plans to bid the province for the hosting that would give CEBU a big break to promote tourism and travel industry of the province and the whole country as well. Officials are positive that just incase Cebu will got to host the International event, with every foreign tourist spending a day or so, costing between $ 750 and $ 1,000 for a three-night, four-day stay in Cebu, a minimum of R50 million will go to the local economy once Cebu gets to host the 1,500-delegate SKAL World Congress that can make our economy boom once again and be known internationally.

This is why WE MUST BE VIGILANT this coming ASEAN... if anything untoward happens, all the hard work and planning would just go down the drain!!!!

JI poses threat to ASEAN Summit - AFP

Quezon City (10 October) -- THE reported presence in the country of some 30 members of the Southeast Asian terror network Jemaah Islamiyah poses a threat to the 12th Association of Southeast Asian Nations (ASEAN) Summit in Cebu City this December but state security forces are prepared to thwart any attack, a military spokesman said.

"The security in place has considered that as a threat," Armed Forces of the Philippines Public Information Office (AFP-PIO) chief Lieutenant Colonel Bartolome Bacarro said when asked if the JI pose a threat to the regional leaders' meeting.

"All possible scenarios have been taken into consideration, so contingency measures will be laid out if there are such threats," Bacarro added.

Citing latest intelligence estimates, Bacarro said 30 JI members operate in the country, including the alleged brains of the 2002 Bali resort bombings that killed more than 200 persons, mostly Australian tourists -- Umar Patek and Dulmatin.

While he could not immediately give specifics, Bacarro said military forces would augment police security for the summit."The necessary security preparations would be done in collaboration with all law enforcement agencies... We have enough capability to do that," he said.

The JI, the Southeast Asian arm of Osama bin Laden's Al-Qaeda, has launched attacks in the country with the help of the Abu Sayyaf. These include the bombing of the Superferry 14 off Manila Bay in February 2004 that some killed 200 people, and the Valentine’s Day bombings in the cities of Makati, Davao, and General Santos a year later that killed eight people and wounded scores others.
