Architect Manuel Guanzon appears to be flip-flopping on his own estimate of the percentage of completion of the Cebu International Convention Center (CICC)....

On November 4, the architect told reporters that the CICC was already 100 percent complete...

On November 5, Guanzon said the facility was 99 percent complete....

Now... During the ANC program Talkback, Guanzon said the CICC was 98 percent done....
