Great thread.. You know, there are lots of "English as a first language" people living in Cebu that are trying to learn how to speak Cebuano. There aren't any "Learn to Speak Cebuano" books/tapes/classes available from what I've seen. Seems that there are English speakers who want to improve their conversational Cebuano, and Cebuanos who want to improve their English skills crossing paths, but not connecting. Getting the two groups together might not be that tricky. Perhaps simple conversation using both English and Cebuano is the remedy here, and it doesn't cost anything (unless you buy snacks ha ha). Hmmm..?
