depends on how tangled the hair is. common rule is that you do it BY HAND and NOT force it with a comb.

prevention is always better than cure, that's why you should always brush/comb and groom your ST as much as possible. how often is "as much as possible" depends on the length of your ST's hair of course. a full length ST hair would require AT LEAST one combing and brushing a day.

that follows; if you don't have time OR you don't have resources to hire a helper to maintain a full length hair/fur/show-coat of an ST its either you opt for a "puppy cut" or don't keep a SHIH TZU at all. try "Xoloitzcuintli" if you dont have resources for an up-keep of a SHIH-TZU

usually kanang mag tangle ang hair sa ubos or ilawm; usually caused by water or liquid substances or kon mabasa nya mapasagdan ra mouga.

kon dili makaya sa brush sa ilawm; use a comb. pero as mentioned ang tangles always untangle it by hand. manually ding so nya naa gyud ma putol in the process thats okay; motubo ra man na ayaw lang nang gi pugos ug sudlay or brush kay kon pugson ug sudlay ang tangled hair ma bitad ang hair roots. mao by hand para malikayan na dili mabitad or ma stress ang roots. bahala ma putol in the process of manually un-tangling basta dili lang ma bitad ug samot ma ibot from the roots.
