    Confirmed: Plan B if Cebu convention center not done on time

    CEBU CITY -- Ambassador Marciano Paynor said that even if the Cebu International Convention Center (CICC) is not completed by December, the Association of Southeast Asian Nations (Asean) summit will still be held in Cebu, under an alternative plan.

    Under plan B, Paynor said the summit sessions will be scattered in three venues-Shangrila's Mactan Island Resort and Spa, Marco Polo Plaza and Waterfront Cebu City Hotel and Casino. Security arrangements for plan B are being prepared as well.

    But Paynor, who heads the Asean summit national organizing committee, remains hopeful that the CICC will be completed in time for the Asean summit on December 11 to 14.

    As of the latest report submitted to him last Tuesday, the CICC is already 82 percent complete.

    Paynor said they have fixed a specific date as to when they should decide to give up on CICC and agree to change the summit venue. He refused to divulge the date, though.

    "Again, we have to be confident. We have to be optimistic that it will be finished because it is the symbol of the Asean-the CICC. We cannot afford not to be optimistic," Paynor told reporters Friday.

    murag dili ni siya i-close ang malls uy. non-working special holiday hinuon ni but not closing the malls. guards in the malls should instead strictly inspect the mall goers than closing the malls for asean summit.

    Ejercito dips hands into Cebu issues

    San Juan Mayor Joseph Victor "JV" Ejercito yesterday dipped his hands into concerns facing Cebu regarding its hosting of the 12th Asean Summit in December.

    Ejercito, a son of ousted president Joseph Estrada and widely believed to be interested in a Senate seat, visited Cebu City yesterday and surprised everyone in a press conference at the Sacred Heart Center by declaring that he will be taking the cudgels for squatters and vendors who may be evicted and relocated in connection with preparations for the summit.

    Branding the Arroyo administration as " a government that is only concerned with its image, " Ejercito promised to see what he can do to help by looking into the details of the government's program for the affected residents and see if there is going to be a permanent housing project for them.

    Ejercito was to meet some of Cebu City's urban poor leaders in a roundtable discussion yesterday afternoon, with self-proclaimed urban poor leader Edward Ligas saying he is going to request the San Juan mayor to initiate the conduct of a national meeting of urban poor sectors here in Cebu.

    " It's not that we're taking advantage of this but we do not want to encourage demolitions of squatters just to serve an event. The government is more concerned about its image than the plight of the people affected, " Ejercito said.

    Cebu businessmen hit police for inefficiency

    Cebu businessmen have deplored the inefficiency of policemen amid rising robbery cases in Metro Cebu and the unsolved vigilante-style executions of petty criminals.

    Mandaue Chamber of Commerce and Industry (MCCI) president Eric Ng Mendoza said efficient police action, not the killing of petty criminals in vigilante-style attacks, is the key to solving the rising cases of robbery in Metro Cebu.

    "When we make a wrong to cure a wrong thing, everything is wrong," Mendoza said. He stressed vigilantism is inhuman.

    Robert Go, Philippines Chamber of Commerce and Industry (PCCI) regional governor for Central Visayas, said the police should do their job to prevent crime.

    "I think it is the visibility of the police and the confiscation of loose firearms," he said.

    The separate statements of Go and Mendoza came in reaction to the killing of a bank manager after he was robbed while changing a flat tire along Ouano Avenue at the North Reclamation Area in Mandaue City on Tuesday night.

    Narciso Damole, 38, Allied Bank branch manger in Mandaue, was the fourth fatality in the 16 robbery cases reported since September 9.

    The rise in the robbery cases occured amid the deployment of more than 1,100 policemen from other regions to augment the security in time for the Association of Southeast Asian Nations (ASEAN) Summit in December.

    Mendoza said the police must be concerned about the Damole killing because it happened along the road leading to the Cebu International Convention Center, one of the venues of the meetings for the summit.

    "We have to assign and detail the police authority to augment the peace and order in that area because it's dark, and isolated there," he said, noting that whenever he passed the area, he had not seen a single policeman.

    Go agreed that police visibility in Metro Cebu was lacking. He added the police should seize all unlicensed guns that are usually used by criminals.

    A top official of the Police Regional office in Central Visayas (PRO-7) admitted that something is wrong with the deployment of the augmentation cops for the ASEAN Summit.

    CICC construction for the Asean event on schedule

    Roofing of the Cebu International Convention Center (CICC) will be completed by the 24th of this month, according to CICC architect Manuel Guanzon.

    Cebu City (20 September) - Gunazon assured the joint body of the National Organizing Committee (NOC) and the Cebu Organizing Committee (COC) on the one-percent positive slippage on the CICC construction or one week ahead of schedule during its regular meeting held this morning.

    In a progress report to the joint body, Guanzon said actual accomplishment is 82 percent while the projected accomplishment is 81 percent as of yesterday.

    Construction workers are working 24 hours to meet the target completion date of Nov. 15.

    As the international press center will be based at the CICC, concrete works are done overtime as early next month, people from Manila under the NOC-Media and Communications Secretariat will be installing their equipment. The press center has a floor area of over 3,000 square meters.

    Guanzon bared the lower ground floor slab is 40 percent complete, the upper ground floor slab about 30.67 percent finished and the second floor slab about 19.62 percent done for the ongoing construction of the press center.

    Within this week, air conditioning units will be set in place, this was learned.

    NOC Chair Ambassador Marciano Paynor disclosed that the President has already approved for the budget to be coursed to the Dept. of Works and Highways on the street lighting and ornamental lighting around the CICC. (PIA-Cebu/FCR)

    hmmm, i hope this will not be another "film center", where workers' bodies ares still under the poured concrete until now, and cutting of the ribbon occured while some areas' cement was still wet... hhehehe
