With scenario A, walay mabilin nga jeep. The city is at the mercy of the operators and drivers. With scenario B, the BRT system is still there. The government can simply replace the drivers.

Another solution:

Build the Trans Axial Highway, a 6 lanes, 300 kms highway that runs from D. Bantayan to Santander. It's from North to South highway which will be built along the backbone of the Cebu province. It will not only solve traffic problems but spur economic developments as well.
