Go to "Administrative Templates" -> "System". Next, doubleclick "Turn off Autoplay", check "Enabled" and select "All drives".

your lockdown procedure is nice... but...
good viruses/malwares:
-disables the folder options
-disables the msconfig
-disables the cmd
-disables the registry editor (more or less the source)
and even if you try to fix 'em and everything goes back to normal...
they already created some trojan files (this is just only an example) that will wait for you to click them...
and then the whole process of recreating the problem continues...
-all in all... nothing beats a good virus scanner (or try vista, they claimed to have better security features...)
