Ok, finished dinner, play some music. math time. How near to Gargantua you would have to be to experience 7years/hr?
Let's look at the constants:
How massive is gargantua? According to the book 'The science of Interstellar', Gargantua has about 100,000,000 solar masses
M = 100,000,000 * 1.9891 x 1030kg
TE= 1hr<--------Earth Time
TG= 61,362hr<------- Gargantua Time
G = 6.67384 * 10-11 m3/kg s2 <-----------gravitational constant
c = 299,792,458 m/s <-------------------lightspeed
Equation;
TE/TG = √(1 - (2MG/Rc2)) <-------Gravitational Time dilation equation
R = Gargantua's Shwarzschild Radius or Event horizon. We need to solve for this value.
Time to arrange the dilation equation and solve for R
TE/TG = √(1 - (2MG/Rc2))
get rid of the root. square both sides;
(TE/TG)2 = 1 - (2MG/Rc2)
subtract by 1, multiply by -1;
1 - (TE/TG)2 = ( 2MG ) / (R c2)
divide by 2MG , mult by c2;
(c2 / 2MG) * (1 - ( TE/TG)2) = 1 / R
invert, and we're done;
R = ( 2MG / c2) * (1 - ( TE/TG)2) -1
Equation above is same as the Shwarzschild Metric which is:
R = 2GM / ( c2 [ 1 - ( T0/T2 ]2 )
Now, all we just need is to input the constants. The result is:
R = 1.98+ AU
give or take, which means you have to be twice the distance from earth to sun to experience the time dilation.

^The distance must be twice the distance from earth to sun to experience that level of time dilation (7yrs/1hr). To those who don't realize it, time dilation happens even here on Earth. Even you have experienced time dilation, but it is so negligble you dont realize/feel it. Classic example would be riding an airplane. Airplanes constantly readjust their time to match the time on ground level since travelling at 30,000 to 40,000 feet will lessen gravity, thus the time inside the airplane runs faster. (slightly)
He's only explaining the distance that you should be in to experience that level of time dilation. Also the nearer you get to the blackhole, the stronger the gravity becomes. Basically, the time dilation also grows stronger. But we don't have data once inside the black hole since no information goes out of it. (The data you are looking for is what is referred to the movie as data on Quantum Gravity.)
