The Barangay and SK elections will return to manual count considering that there will be no need to transmit the results immediately to the national, provincial, city and municipal board of canvassers.
With President Benigno Aquino III firm in his decision to proceed with the barangay and Sangguniang Kabataan elections on the last Monday of October 2013 despite calls from lawmakers and even the Commission of Elections for its postponement, the agency has decided to prepare for the upcoming polls.
Pursuant to Resolution 9715 candidates for the barangay and SK elections must file their Certificates of Candidacy from October 15-17 with the 10-day campaign period set to start the next day from October 18 to 26.
Holding automated elections for the barangay and SK elections will prove to be too costly and would require longer preparations for the pre-printed ballots per barangay.
Election period is set 30 days before and 15 days after election day or from September 28 to November 12, 2013.
During the election period the ban on transport and carrying of firearms and use of bodyguards shall be reinstated; transfer, appointment , hiring and salary increases shall be prohibited; ban on suspension for any elective provincial, city, municipal and barangay officials shall be imposed. Fund raising through different activities like cockfights, lotteries and public dances are also not allowed.
On October 17 all construction or maintenance of provincial, city, municipal or barangay-funded, roads and bridges will also be halted. Casting of ballots on October 28 will be from 7:00AM to 3:00PM. Manual counting shall commence without delay until the winners are proclaimed by the Board of Election Inspectors.
