Siguro change both.. Sample - let us put someone in the position that doesn't go after his/her personal interest kato mga wala nag-after sa kwarta na makuha sa pagka-politiko. How? Change the way our goverment give too much benefits to our politicians. Like pagamyan ba ang sweldo or bawasan ang pork barrel or irelease lang if ang previous pork barrel naa ikapakita na proof na gigamit jud sa government projects. In this case syaro dili maminimize ang vote buying if wala na makurakot ang mga naa sa pwesto. Then for sure dili na daghan ang mag-ambisyon for these positions kung kwarta ra ila tuyo dili ang tinuod na serbisyo publiko.

angay usbon ang structure sa sistema. para nako mura ba na og ga-buhi ka og anak. but let me just say this first nga wa koy anak, so maybe, oversimplification ra ni akoa nga gakomparar ko'g pagpadagan sa nasud (nga grabe man jud na ka-lisud, ka-complicated) ug ang sa pagbuhi sa bata. but, di ba, kung magbuhi ka og bata, bisan pa og unsa ang iya in-born kina-iya or batasan -- whether hilakon na siya or smiling, whether hyperactive na siya or calma, whether magpacenter-of-attraction / center-of-attention na siya (like kris aquino) or magpahipi-lang-sa-daplin (like Noynoy) -- di ba, kinahanglan man jud nga naay structure ang iya day-to-day life? kinahanlan naay disciplina, naa siyay schedule. with structure man gud, MAPUGOS jud ang bata og change sa iya behavior in order to accommodate those things that are needed to be done for that particular day, etc. etc.
