“This is because only those with complete and legitimate documentary requirements will be given new sets of plates,” she said.

Torres said the rationale behind the plate standardization is to be able to clean the streets of vehicles using faked or duplicated plates.

“After one year of plate standardization, the vehicles and motorcycles that still use the old plates will surface. The old plates will signal that the vehicle is ‘problematic’ and it will help enforcers to better trace those units that are carjacked or are using faked documents,” Torres added.

for those who are for this standarization yadi-yada, you might wanna read this:

Come January 1, 2013, every motorist paying his annual road tax will exchange his number plates for a set of 'standardized' ones. Sounds simple doesn't it but we know better don't we? This is the Philippines, the nation which invented red tape and bureaucratic inefficiency and intransigence. There'll be 'documentary requirements' which might include copies of last year's sticker release official receipt, the vehicle's registration document, last year's tax paid official receipt (information already in the LTO's computer) and possibly stencils of the old plates. Then, documents submitted, monies paid, the motorist will be handed a chit - come back in three days, three weeks, three months - it won't matter really because the 'release' window will have a notice posted - 'No plates available'.

They should have patrol cars that are connected to the police or government database to run plates during checkpoints etc. like the US. No matter how many times they will change the system, there will still be a loophole (MONEY AND CORRUPTION).
