as for toledo, i think uyon ko ani kay geaographically mura ug nacentro siya due to the inclusion of masbate and i think it is best suited kay dili pa crowded.

as for the inclusion of masbate, okay raman. a state need not be whole bisaya speaking. and states are a mixture of culture and languages. it would benefit masbate being with cebu than being with bicol, in my opinion.

why toledo city? i think because toledo is more accessible to nearest provinces compared cebu city that only bohol ang naka atbang niya..

toledo city is gateway of those provinces sa negros.... its okay coz cebu city now is getting crowded and if mo progress ang toledo and kasikbit nato nga lungsod/city maka benefits man gihapon ang cebu city..ang important is equal sharing sa benefits sa maong reform ..
