if that was me, I'd purchase a gaming router (about $100) like the D-link gamerlounge 4300 -- lots of features -- one of them is blocking sites and best feature is packet priority and dynamic packet fragmentation == makes your gaming life a lot easier by prioritizing gaming packets which result to lower pings even when someone is streaming video -- assuming you have enough bandwidth for both.

if it was as easy as that.. the customer can always go up to internet options and remove the address from the list.

do most cafe's give you this kind of freedom? they're inviting trouble! they need to have better security and use policy editor to restrict usage or some kind of software that limits the users from changing any setting on the computer.
