Traffic Enforcers take control over intersections with abnormal flow of vehicular and pedestrian traffic.
Under normal conditions Traffic flow is governed by Road Protocols and Right of Way but often disregarded, abused if not motorists are just plain ignorant. (dunno how many here understands the protocol "give way to your right")
Traffic Lights are put in place to automate and lessen Human Resources. But Traffic Lights are not as intelligent as HUMANs who can assess the Clear and Real situation of an intersection thus ......... Human intervention is necessary. Traffic Enforcers are trained to take over control "OVER" the Traffic Lights and thus the hiearchy of TRAFFIC SIGNAL should be followed.

Their decision which lane goes first often are based on the condition of a lot of factors.
These are normally coordinated by other fellow enforces on the next curve, corner or intersection.
