Palace: Arroyo still wants Constitution changed
MALACAÑANG said Sunday President Gloria Macapagal-Arroyo continues to support the Constituent Assembly (Con-Ass) as well as the other modes allowed under the Constitution that would pave the way for amendments to the 1987 Constitution.
Executive Secretary Eduardo Ermita and Presidential political adviser Gabriel Claudio both denied that the President is dumping the Con-Ass as deciding on what mode would be used to amend the Charter is not in their hands.

Ermita and Claudio added that the President and the rest in the executive branch are "not interfering in nor exerting influence on members of Congress on how they should handle the Charter change proposals."
The executive secretary also denied knowledge of an alleged meeting between the President and leaders of the Iglesia Ni Cristo (INC) on Friday which was supposedly one of the factors for Malacañang's decision on the Con-Ass.
"For the record, the President never interfered with nor influenced the decision of the House to offer Constitutional Convention (Con-con) as an alternative to the Con-Ass. There were no orders as an alternative to Con-Ass. There were no orders or pressure from Malacañang," Claudio said.
Claudio said while Arroyo had always been firm and consistent in her advocacy for Charter reforms and the shift to a unicameral parliamentary system, she made it clear during her caucuses with House members that she would leave to Congress the methods and process for achieving that goal.
He added that they welcome and support the decision of House members to open their doors for a Con-con, which had likewise been endorsed by members of the Catholic Bishops Conference of the Philippines (CBCP), the civil society, the Senate and the opposition "as the most democratic, thorough and independent means to make changes in the Constitution".
Claudio hoped that this time all sectors supportive of the constitutional reforms would rally behind the call for a Con-con as pushing for Charter change would ensure the advancement of the political stability and economic competitiveness of the country.
He said they also support proposals to hold the election of Con-con members simultaneously with the May 14 senatorial and local government elections as it would "save the country several billions of pesos".
Ermita also denied that he announced in public that Arroyo is backing out of the Con-Ass adding that he never discussed it with the President nor with other Cabinet members like Claudio who "because he is our liaison with Congress."
He said he was "a little displeased" that such a story came out and even quoted him as the source. He said he never made such a statement and he had already talked to the President, Claudio and Press Secretary Ignacio Bunye to inform them of the "truth" and his plan to issue clarificatory statements.
He said the President was also surprised when she came across the news report and she knew, especially after he personally called her up to deny the report, that "it was not true".
He added that Arroyo, whether as President or Lakas-Christian Muslim Democrats chairman, ever made such a stand.
"If at all, the President manifests her support for the efforts of our partymates to follow certain mode for Charter change, but she is not giving any directive whatsoever on the matter (Con-Ass) and she is confident that our political leaders in the majority party know what they are doing," Ermita said.
Ermita added that they are leaving the planned congressional caucus on Tuesday in the hands of the House and Senate members as Congress is a separate, independent and co-equal branch of government.
He said it would be up to the Senate members if they would push through with their threat to boycott the caucus because majority of them are against Con-Ass or plans to amend the Constitution now. He added that it is normal for members of both Houses to try to "maneuver each other in to certain positions regarding the mode of amending the Constitution."
"That activity is for Congress to determine as to the direction of what they're going to take, so they are not receiving any guidance whatsoever from the executive because in the first place Congress is a separate body, a separate branch of government," he said.
Ermita reiterated that whether the Charter amendments would be done through a Con-Ass, a Con-con, or a people's initiative as long as it is allowed under the law and would pave the way for Charter change, the executive branch would support it.
Bunye, for his part, said Charter change remains as one of the administration's key permanent agenda and they would continue to pursue the "high cause, because it is the right thing to do for the public interest as it will do away with a degenerated system and help build a new Philippines".
"But this is something that can be done in the proper season, and in an atmosphere of sobriety, unity and democratic statesmanship. Let the animosity and belligerency first quiet down. In the end, we remain hopeful that all stakeholders in the future of the Philippines will put their minds and hearts together for a consolidated political action," he added.
Reports said the President had considered dumping Con-Ass for fear of widespread protests against it following the support of the Catholic Bishops Conference of the Philippines (CBCP), the El Shaddai, the Jesus Is Lord (JIL) Movement and even the INC against railroading the Con-Ass in Congress.
A protest against the Con-Ass is being prepared by members of the religious sector for December 15.
For Senator Joker Arroyo, Charter change is dead as he asked his colleagues in the House to buckle down to work instead of continuously pushing for their agenda.
The senator said it is the House that should be blamed and not President Arroyo, because the Chief Executive is "not really keen on pushing for Charter change".
"No need to take Charter change seriously. Charter change is dead. It's time to celebrate," Arroyo said.
He said President Arroyo, in her body language, shows that she is just going along with pro-Charter change advocates for "political reason".
He also said that pro-Charter change advocates in the House should not be taken seriously in their proposal for a Con-con. "Once a Con-con is constituted, this is a free body, a sovereign body. They can abolish the House, they can abolish the presidency," he said.
Senator Arroyo said the Senate will not favor a Con-con. He also does not believe that the House can get 158 votes to pass a bill to create a Con-con.
Likewise, the House opposition is urging House Speaker Jose de Venecia Jr. and allies to stop pushing Charter change agenda.
"If there was a person or group that need to be given the ultimatum, it is not the Senate but the Speaker himself who could no longer contain his obsession over Charter change," said Ilocos Sur Representative Ma. Imelda "Imee" Marcos.
Marcos said de Venecia must be given not 72 but 48 hours to stop all his madness and reconsider backing-out from the Con-Ass, and not to even attempt to lure senators to agree with him when he would give Con-con a shot.
She pitied de Venecia who has been too eager to push Charter change when in fact Malacañang has already "abandoned" it.
Marcos, at the same time, believed that de Venecia has now considered Con-con simply because he and his mates "could not meet the 195 votes or signatures to push Charter change via Con-Ass, through a joint voting."
As this developed, Bayan Muna party-list Representative Teodoro Casiño said they will push for an urgent motion that would call members of the House to withdraw the adopted resolution which endorsed the convening of Congress into a Con-Ass.
Casiño said a mere press conference held by de Venecia's group last Saturday could not be considered as binding that they would push for Charter change via Con-con and not Con-Ass provided that the Senate would file a concurrent resolution endorsing the same.
"Plenary action is needed to officially withdraw Con-Ass, A press conference of the House leadership is not binding," he said.
Both Casino and Marcos believed that de Venecia's on-second-thought proposal that Con-con should be called to initiate changes in the Constitution was only part of a "ploy in order to appease the raging protests of many sectors, including the Catholic Church and the El Shaddai group of Brother Mike Velarde.
They said protests should still proceed as long as the resolution is in place and President Arroyo and de Venecia insist on Charter change. (JMR/CPB/DBP/Sunnex)

.. anyway, what's all this negativity towards con-assembly, it's nice that our leaders are finally getting together to talk. It's funny how the leftists have evolved their propagandas; from pencilling to adobe photoshop. hehehe. seriously, instead of doing all this caricature, the leftists should present facts about the pro's and con's of this con-assembly.
The House of Representatives chose to listen to the call of the people which exemplifies that we still have democracy on our side. Now that the lower chamber declared that the Constituent Assembly will not be pursued, I don't think it would still be necessary to stage a rally. In law terms, it has become moot and academic, to say the least.
