Under sa Definition of terms sa bill:

"Fuel efficient automobile" means an automobile manufactured for any model
year after 2003 that qualifies as fuel efficient in accordance with rules and regulations
promulgated by the Secretary of Energy.
"High fuel consumption automobile" means an automobile manufactured for any
model year before 2008 for which the originally certified measured fuel economy level is less
than eighteen ( 18 ) miles per gallon.

These people behind the Department of Energy and the author of the bill are simply announcing their ignorance.
Instead of putting the burden on the people, they should uphold better quality fuel supply in the country. Instead of removing mobility from the people, they should provide alternative solutions to improve fuel efficiency. How can we reduce pollution if we continue on using dirty fuel? We'll just hope these people in the Department of Energy and the Senate are not simply puppets by big corporations.
This bill has no destination but the trash bin, only wasting our time and tax payers money. They better think of something that is real solution to the problem and not an additional problem for the people to suffer.
