moto has "langpacks" <---lagnuage packs. you may download and install them yourself. it can include your coveted smiley's (i still remember when i was the only one with a moto e398 with a smiley working in the office, haaaay! those days)
langpacks for v3i are available in motox.us. you will be needing RSD lite to install it. it;s only like a few kbs in size and flash friendly. you can even make your own, i just flarking forgot the tool for it. a pinoy once thought of doiing a pinoy langpack for an e398 monsterpack. didn't get too far though.
v3i users: i think the lastest firmware came from a european country (A1R), i tried it, not much difference as it came from Moto themselves, notorious for seriously limiting the capability of their phones, to the max! take the v3x, i heard it has an invidia chip of some sort as it;s video card, very powerful, mebbe even the most powerful around right now, but Moto refused make full use of it.
