    There is no fare increase in Cebu and the rest of Region 7.

    “There is no petition, therefore there is no increase,” said Land Transportation Franchising and Regulatory Board (LTFRB) 7 Director Rogelio “Jing-jing” Osmeña, who warned drivers against collecting excessive fares.

    The new fare rates were set to take effect on May 26.

    Souie Mercado, chairman of the Association of Cebu Consumers, said their group was happy when told of LTFRB board members Gerardo Pinili and Felix Racadio’s announcement that the minimum fare in Cebu is still P5.

    Mercado said that if their information is correct, then the decision of the LTFRB en banc, dated May 9, that raised the minimum fare rate in the Visayas and Mindanao to P6 has been repealed.

    (Since LTFRB chairperson Maria Elena Bautista is in the United States, only Pinili, as acting chairman, together with Racadio, have the authority to amend or repeal the May 9 decision.)

    Osmeña also said the student fare discount will be valid only from Monday to Friday and not on Saturdays, Sundays and holidays. Fare discount won’t also be applicable during summer vacations and semestral breaks. He didn’t explain why.

    However, fare discounts are applicable at all times to senior citizens and disabled persons, he said.

    He has yet to receive any official communication from the LTFRB in Manila, but Osmeña said he heard that his superiors already repealed the fare increase order for the Visayas and Mindanao.

    Osmeña last week said he would defy the order if the May 9 decision is not corrected.

    He agrees with the P1 increase for the first five kilometers, but not four. He said that if the new minimum fare is P6 for the first four kilometers, then the total increase is actually P1.70. He said the current minimum rate of P5 is for the first five kilometers.

    “I didn’t allow that (fare increase) to happen because I pity the workers, who, until now, failed to get their salary increase,” Osmeña said.

    Earlier, former LTFRB director Manuel Iway said the decision of the LTFRB in Manila to raise the minimum fare in Visayas and Mindanao to P6 for the first four kilometers is illegal.

    Iway said that under the Public Service Act, LTFRB cannot raise fares without a petition and public hearing.

    Osmeña said he already talked with leaders of Cebu transport groups who assured him they will not file a petition for fare rate increase.

    In exchange, the Cebu City Government will provide them with “carless routes” during peak hours, Osmeña said. (Carless routes mean private vehicles will be banned from a stretch of road, allowing only jeepneys to ply it.)

    Osmeña said he will revoke the franchise of jeepneys whose drivers collect more than the minimum fare of P5. (EOB)

    Fare in Cebu, Central Visayas hiked by May 26

    CEBU CITY -- Scolding from Chairperson Maria Elena Bautista prodded Director Rogelio Osmeña of the Land Transportation Franchising and Regulatory Board (LTFRB) 7 to implement the P1 increase in minimum jeepney by May 26.

    Bautista, who is on vacation in the United States, called Osmeña at 11 a.m. Wednesday and warned him that he could be charged with insubordination if he will not heed the LTFRB en banc decision dated May 9, 2005.

    Osmeña earlier said that since no petition for a fare increase was filed, the decision of the central office to raise the minimum fare should not apply to Cebu and the rest of Central Visayas.

    One transport group--the Alyansa sa Nagka-hiusang Draybers Alang sa Reporma (Andar)--will defer collecting the new fare until the government grants a wage increase.

    The regional wage board will take up the petition for a P78 across-the-board pay increase Thursday.

    Meanwhile, Osmeña will insist that the May 9 order be corrected because the increase for Cebu must be P1 for the first five kilometers instead of four. If the "first four kilometers" will prevail, the real increase for Cebu will be P1.70.

    "How I wish I can prevent any fare increase. But I have to follow orders of my superiors," Osmeña said.

    "Tungod kay gikasab-an man ko, tunlon ko nalang kadtong akong giingon nga way increase sa plete (Because I was scolded, I will just take back what I said that there will be no fare increase)," he said.

    Lawyer Manuel Iway, a former LTFRB director, will file a motion for reconsideration to prevent the implementation of the fare increase once he receives the copy of the May 9 LTFRB en banc order.

    The LTFRB order provides for a P2 increase in minimum fare for the first four kilometers for Metro Manila, and P1 for the first four kilometers for Visayas and Mindanao.

    Metro Manila's current minimum fare is P5.50 for the first four kilometers and only P5 for the first five kilometers in Cebu.

    LTFRB used to impose uniform fare rates nationwide. But Cebu's fare was reduced last year based on the petition of transport leaders who said the P5.50 minimum fare for the first four kilometers was too much.

    In the past days, Osmeña gained public praise for announcing that he will defy LTFRB's latest fare increase decision because he sympathizes with the riding public, especially the workers.

    Osmeña favored an oil price rollback and providing drivers "carless routes" by prohibiting private vehicles from entering their routes during peak hours.

    For his part, Iway said any fare increase in Cebu is illegal because there was no petition from the jeepney drivers and, naturally, there was no public hearing.

    Andar chairman Jaime Moncada said they will defer the collection of P6 in minimum fare until the government will increase the salary of the workers.

    "We are considering the plight of the workers who are also neglected by the government," Moncada said.

    On the other hand, Anthony Pogado, Nagkahiusang Drivers sa Sugbo chairman, said they will implement the new fare increase when it will take effect on May 26.

    However, Pogado said this fare increase may lead to more problems because the businessmen will surely increase the prices of commodities due to the increase in transport cost.

    "There's no end to the people's problems," Pogado said.

    Pogado said the only solution to the problem is the abolition of the Oil Deregulation Law (Republic Act 8479) that resulted in an oil cartel
