    ^ BRT is a new Mass Transportation that has a much more similar system with the LRT but uses buses and lanes instead of the usual rails and trains.

    It is better from the LRT economically since it is easy to install and the cost is very low compared to the former. Gi-push ni siya sa City kay mas barato pero pareho ra ang silbe sa LRT ug aron maminosan ang traffic nga dala sa mga jeep. Murag gamitan ni siya ug double decked buses.

    CEBU City officials will revive this year the plan to open two major circumferential roads in Cebu City and Metro Cebu, as they start informal talks with the foreign funding agency that is likely to fund the multi-billion project.

    The 15 to 20-kilometer inner circumferential road in Cebu City and the 30 to 40-kilometer outer circumferential road that will traverse other Metro Cebu cities and towns will be packaged as the Metro Cebu Development Project (MCDP) 4.

    The roads are being proposed as a long-term solution to the worsening traffic problems and congestion in the urban areas.

    City Planning and Development Office head Nigel Paul Villarete said the City is in a better position to source funding for the project because it has completed MCDP 3.

    MCDP 3 included the South Road Properties (SRP), the Cebu South Coastal Road and the circumferential road, but the latter was deferred because of the lack of funds.

    Also called the “hillside bypass,” the inner circumferential road will start in Barangay Bulacao and end in Banilad in Cebu City, while the outer circumferential road will cross the mountain barangays of Talisay City and stretch all the way to Consolacion town in the north, Villarete said.

    “We will be re-submitting all the proposals, which are in line with the circumferential road... It will take us a while to finish all the studies, perhaps three years. But now that the SRP is finished, it will be easier for us to get funding, and that is why we are talking to JICA now. Most probably it’s the Government of Japan that will fund it,” he told Sun.Star Cebu.

    The Japan Bank for International Cooperation (JICA) is the same institution that funded the SRP through a loan.

    Villarete said Cebu City needs the circumferential road to complement the flyovers in Banilad and Mambaling, “because no amount of flyovers will solve our traffic problems.” He said the traffic volume the SRP will generate will worsen the city’s traffic situation in the coming years.

    Based on the detailed engineering plan made in 1993 for the hillside bypass, the project cost was P4.5 billion. Villarete said the project cost now could easily be double the original amount, considering the increase in land prices.

    He said the inner circumferential road is in the list of projects under JICA’s investment program for the Philippines and is listed as the Cebu Hillside Transport Axis.

    The project, however, still has to be approved again by the National Economic and Development Authority (Neda).

    When Neda approved the road project in 1993, the project cost was pegged at P4 billion to P5 billion.

    The road’s opening will be in Barangay Bulacao, Cebu City and it will end near the Maria Luisa Estate Park exit on Gov. Cuenco Ave. in Banilad.

    It will have exits in Barangays Guadalupe, Banawa, Capitol Site, Lahug, Busay, Apas and Banilad. It will include the construction of bridges over a river, and two tunnels that will connect to the flyover in Banilad.

    A detailed engineering plan and feasibility study for the hillside bypass was already undertaken in 1993, but Villarete said the data can no longer be used because that
    was done 17 years ago yet.

    A pre-feasibility study was also conducted on the outer circumferential road, which also needs to be revisited.

    “We have to update both the feasibility study and the engineering plan... There will be alterations of the project plans. We have to re-negotiate with Neda and the funding institution because they might have different priorities now. All of this might take another three years but we will start to initiate it,” Villarete said.

    The outer circumferential road, he said, will have to go to the Regional Development Council (RDC) for approval since it will involve other towns and cities.

    Villarete said projects of this scale will be easier to implement if the local government enjoys the support of the National Government, which he said may not be a problem under the administration of incoming president Benigno “Noynoy” Aquino III.

    It's not really the trans-axial highy (correction) but it has a somewhat similar use within the Metropolitan Area. This was during the 1993 but it will have some changes this time.

    I am a bit more excited aning Trans-Axial. Asa ni sugod ug asa kutob? Nice biya kung naa ta alternative route nga dili na mo agi sa PUJ roads sa Cebu City ug Mandaue City kung mo adto ta sa south or north.

    Mao sab ni ako question with regards to BRT. Ang mga bus, naa gyud dalan nga para ila ra gyud or mo utilize ta sa atong existing roads? Kay samot ka traffic kung existing roads gamiton di ba? anyway, kng na tubag na ni, sorry kay wala pa ko na homan ug basa sa mga post ani nga thread.

    I have also heard nga ang Tsuneishi sa Balamban mag tukod o nag tukod na ug University. This will be co-manage by USJR. nice pod para accessible ang "good" education sa taga Balamban.

    Yes, they will be having their own set of lanes specifically made for them to pass through and like regular vehicles, they are not exempted from the stops and goes in every crossing. Mas cost effective siya and unlike sa LRT nga naa possibility nga matabonan ang mga heritage sites or tourist parks nato sa mga skyways. BRT buses will be centered on the SRP first which will have the central operations center and like any mass transport system, they will have their own stations.
