    let's keep that straight.

if because of this thing with COA will deter the cebu city government from releasing funds for next year's Sinulog, then let the Sinulog Foundation source it from the private sectors while securing the necessary permits from city hall. it may be more difficult but it is possible.

if we come to think of it, COA is right. the LGU should not be spending for religious activities but, the BIG BUT is Sinulog has become so big, thereby making it a tourist attraction at the same time. then this is where the justification for releasing of funds come in.

tomas is not crazy to categorically cancel the sinulog, he is just merely passing the heat to COA.

let's not over react, the issue is still premature.
    i agree.

The Sinulog affair is not dependent entirely on the City Gov't. Yes, COA is right. A clear line should be drawn especially when it comes to using public funds for affairs like these.

What Tomas may have said "to cancel" is their city-funded activities once COA disallows financial support from the city to the foundation. Besides, the Sinulog Foundation is not the city gov't.

Who organizes the Sinulog masses sa Sto Nino Basilica? Ang mga pari, of course. City hall only provides security and other assistance as provided by law but it is not necessarily the sponsor. Kadaghan mo-sponsor lain ah.

Who organizes the Sinulog street mardi gras? The Sinulog Foundation, not city hall. The foundation is a private organization. And whatever financial assistance it gets from the city government is still subject to the scrutiny of state auditors.

yes, without financial support from the city means mellowing down of some activities like sa Fuente Osmena, but that doesn't mean sa city hall ra magsalig ang foundation sa ilahang funds.
